While reading this….Please keep in mind that the local area businesses and people were donating thousands of dollars to build a better shelter for county animals to use.  

In this unwrapping, it is very clear that SVAS and Shelbi Waters had no intentions of building kennels for Ward County or MAFB animals from the get go. Shelbi Waters even states that they will not intake strays for 3 years. 
THEN…to “bribe” county officials for “political sway” if they help with pitbull ban(this was years prior to the overturn) that they would consider building the kennels to service the county. This is a blatant move by Shelbi Waters who at this time was already in a “back door” with the City of Minot through a clerk(see previous updates).
