As apart of my Cease and Desist, SVAS claimed they never have turned down an animal from Minot Airforce Base which they claim to have contract with. 
I filed the first of two FOIA requests with the US Airforce to receive this contract and any communication from SVAS or Shelbi Waters from 2018-present. There have been zero animals transferred from MAFB to SVAS from military personnel according to this FOIA. The neglect case from base in which SVAS did take in animals was from Ward County transfer and is a docketed case in the county. 
The above picture is the response to one of my FOIA requests. I am awaiting response from Belfour Betty which is the housing contractor for the base and will update when that one arrives.
