Animal dumping in and around Ward County and the city of Minot has severely increased in past 2 years since Shelbi Waters has become the ED at SVAS. 
Even though Shelbi Waters continually says that they have contracts with multiple cities, MAFB and Ward County, it takes an act of “online war” with SVAS to get them to honor their contacts. Usually they only honor them if it’s going to get them sympathy donations(like the latest extreme neglect case). The regular strays that are dumped usually do not even get their attention and that’s where and why everyone else in in town and surrounding counties are at and over capacity. These other entities are doing all the work while SVAS is pumping them in here(one off the current transport is already in the city pound after not even 8 hours here.)
