Solicitation Free Zones Around Schools
The Issue
The goal with this petition is to create 'no child solicitation' ordinances within the City of Burbank and ultimately the entire State of California
In the Burbank community there have been regular occurrences of adult individuals who stand on the sidewalks outside our public schools and hand out religious material to students during dismissal. The concern is NOT religion, but the interactions as a whole. These individuals understand that they are legally allowed to be on a public sidewalk, and they exploit this by targeting impressionable children during the vulnerable times between supervision of school staff and their parents. This is very clearly predatory behavior.
There is no way for school staff, parents or legal guardians to inspect, supervise or otherwise control the interaction. While everyone is free to practice and share their faith, ideologies or social concerns, there has to be some practical limitations when interacting with unaccompanied minors.
We as a community owe our children a safe environment free of worry from predators.
In 2024 there were 11,753 reported cases of missing children in Los Angeles County.
1 in 9 females and 1 in 53 male minors will be a victim of sexual assault in California.
There are 14,212 registered sex offenders in Los Angeles County and 61 in Burbank.
There have been 16,276 credible allegations of sexual assault by members of religious organizations since 2004
