Yet currently, individuals who were not born in the United States can serve in Congress, even though the President and Vice President must be natural-born citizens. This creates an inconsistency in our constitutional framework and raises legitimate concerns among citizens about undivided national allegiance at the highest levels of legislative power.

Congress has access to classified intelligence, shapes foreign policy, and makes decisions that affect America’s national security. The American people deserve absolute confidence that those making these decisions have sole and permanent allegiance to the United States from birth.

The Solution: The Sole Allegiance Act

We call on Congress to pass the Sole Allegiance Act, requiring that all Members of Congress be:

• Born in the United States
• Natural-born citizens
• Owing sole allegiance to the United States from birth

This would align congressional eligibility more closely with the standard already required for the presidency and reinforce trust in our federal government.
