The “630 report”, which publishes health statistics in Japan and is the main source to track the numbers of restraints over time, is now available for the period 2018. It provides a snapshot of the numbers of people in restraints on June 30 of each year. The methodology was changed in 2017 so that the numbers appears to have jumped then, but the numbers of restraints have fallen for nearly the first time from 2017 to 2018. Although June 30 2017 was after Kelly passed away, it was before the publicity started in July. So it seems that our efforts have had a modest effect, with restraint use dropping about 9% between 2017 and 2018 across the whole country, and about 5% in Kanagawa prefecture, where Kelly was tied up in Yamato Hospital.
