The Issue
What’s the problem?
North Clwyd Animal Rescue (NCAR) is a vital community charity in Flintshire, rescuing and caring for hundreds of animals each year. Every day, volunteers walk dogs along and across the road outside NCAR (CH8 9BD), but speeding traffic makes this stretch of road increasingly dangerous.
This isn’t just about our volunteers and the animals in our care. The road is also used by:
Local farm animals and slow-moving agricultural vehicles
Families and visitors, including children and school groups
All road users who are at greater risk when speeds are too high
By reducing the speed limit and adding clear signage, we can save lives, protect people and animals, and create a safer community for everyone.
What’s the solution?
We call on Flintshire County Council and its partners to:
Carry out a speed and risk assessment outside NCAR.
Introduce a lower speed limit (20–40mph) appropriate to pedestrian and animal activity.
Install clear signage and road markings to warn drivers of the rescue entrance, volunteers, pedestrians, and farm traffic.
Why is this important?
Slower speeds = fewer crashes and less severe injuries.
Safer conditions for volunteers, staff, visitors, and rescue animals.
Protection for local farmers and their animals.
A cost-effective solution that benefits the whole community.
