We’re calling on the Ontario government to reform legislation and policies to improve access to government-issued photo ID for seniors living in nursing homes, long-term care homes, and retirement residences, as well as seniors living at home with accessibility or mobility challenges across the province — through accessible clinic-style support (on-site in facilities and mobile/home-based options) and simplified online application options.

Many seniors, whether in care settings or living independently with mobility limitations, lack valid, up-to-date government photo ID. This creates serious vulnerabilities and strips away their independence:

• Risk of consent disputes when important medical, legal, or financial decisions must be made 
• Increased risk of elder abuse and financial exploitation 
• Barriers to accessing medical treatment, banking, pensions, and other essential services 
• Unnecessary hardship for seniors who already face significant mobility, health, or transportation challenges 
• Difficulty attending off-site ServiceOntario locations due to mobility, health, or transportation challenges

The Change We Seek: Legislative and policy reforms to enable better access

We urge the Ontario government to introduce or amend policies and legislation that would:

• Facilitate accessible identification assistance programs, including quick, non-disruptive clinic-style support in long-term care homes and retirement residences, as well as mobile or in-home support options for seniors living with accessibility challenges 
• Expand and simplify online application options for vulnerable seniors 
• Support trained volunteers and licensed professionals to help seniors navigate the ID application process, while strictly protecting consent, privacy, and preventing abuse 
• Reduce administrative barriers and enable provisional or bridging identification options (with clear senior consent) while full government ID is processed

Seniors deserve to maintain their voice, dignity, and access to basic rights. Enabling these supports through legislative and policy reform would help protect against consent issues, reduce risks of exploitation, and remove unnecessary barriers, without placing undue burdens on seniors, families, or care providers.
