This is a deeply personal plea concerning an issue that has disrupted the very fabric of ethical childcare. James Allen Frank, a resident of Spearfish, was recently apprehended for possession of child pornography. Worryingly, the address mentioned on the court documents aligns with the address registered for an unlicensed childcare center, namely Little Sprouts, run by his wife. It ripples fear to know that this man, who has a past charge related to sexual misconduct with a minor, was regularly left unsupervised within an operation surrounded by children. It is terrifying to note that despite his unsavory past, Chantal, his wife, managed to cover his bail multiple times.

 Chantal posted his bail for his charge of sexual contact with a minor under age 16, knowing his history and still choosing to operate a daycare in her home, by definition, is child neglect on her part.


Adding to these already alarming facts, the couple also possesses a criminal record involving violent crimes and theft both within South Dakota and Texas. Such individuals mar the ethical boundaries of childcare and desecrate the sanctity of safe nurturing environments for innocent children.

This petition is not only to shut down Little Sprouts Childcare permanently but also to revoke the childcare licenses and certificates of the individuals involved permanently. The safety of our children is of paramount importance and must not be compromised.
