STOP Dynastic Process of Nursery Admissions.

The Issue

The Nursery Admission Policy is a classic example of a First Class nation at the Mercy of 3rd Class Governance. It allows for Dynastic Process of Admssions, and also allows to reserve 100% seats in specific schools for those who framed the policy themselves. The Right to Quality Education is for all and not just for the select few.

A sample data, from 58 schools submitted by the Directorate of Education to the Hon’ble Delhi High Court in W.P(C) 1266 / 2014, shockingly illustrates that even if the fake transfer cases were eliminated, it would have left only 510 of the total 9,988 seats (about 5.1 %), or 6.81% of the 7,491 General Category seats for 1,00,227 general category applicants with neighbourhood points only (after deducting those admitted in reserved Staff & Girls Quota) in those schools.

Now, after withdrawal of Transfer points, 1,03,919 applicants with neighbourhood points only will have a draw of lots for just 2,152 (21.5 %) from total seats available, as per the sample survey of those 58 schools.

However, 100% applicants with Alumni and Sibling points will get automatic admission.

Therefore, it is alleged that the flaw is in the policy and withdrawal of Transfer points under the excuse of Large Scale Manipulation is a cover up exercise of Directorate of Education. On the contrary, manipulations are a result of a the flawed policy framed without just and fair application of mind in the first place. Such a policy is not only discriminatory but also prone to further manipulations.

 

The Present Nursery Admission guidelines unfairly and discriminatory allows,

1. Dynastic Process of Admission. Admission to One child ensures automatic admission to the entire dynasty by way of Sibling and Alumni points,

2. Admission of one sex of children over another by way of “Girls Quota,”

3. Admission of not just children but also Grandchildren of Staff, by way of “Staff Quota,”

4. Schools to reserve up to 100% seats to benefit wards of (i) All India Service Officers, (ii) Central Services employees, (iii) Armed Forces personnel, & (iv) Paramilitary Forces personnel, in schools made and funded from Public Money, or otherwise, illegally for their children. All illegal and unholy creation of the new “BABU QUOTA”, who also have a conflict of interest in framing the guidelines, &

5. Minority community schools full freedom to decide the admission criteria, so that they could discriminate within the minority, and / or to favour the select few from outside.

 

This petition is asking the Hon'ble Lieutenant Governor, Government of NCT of Delhi to immediately withdraw the present Nursery Admission Guidelines and allow admissions on the basis of neighbourhood points and draw of lots only.
