The Issue

To the Leander ISD Board of Trustees and Superintendent:

Enrollment, housing and budgets have changed since the 2023 bond.

Families at Mason Elementary and in Travisso deserve to see how those changes shaped the current plans for Mason and Elementary School #32. Families across Leander ISD deserve to know that the district applies its own rules the same way to every campus.

We, the undersigned, ask LISD to publish the following before further commitments are made on ES #32 or on changes to Mason:

  1. Current enrollment and projections. Current resident enrollment for the Mason and Travisso zones, and the latest five-year projection, including a low-growth scenario. Show the grades, transfers, boundaries and dates used, and reconcile them with the 2023 projections.
  2. The case for ES #32 now. The district's Oct. 1 plan relocates Mason to ES #32. Publish the evidence that relocating is better than modernizing Mason, including the educational adequacy study scores. Show how many resident students are expected to attend, and what supports that estimate.
  3. Four options, side by side. The capital cost and the annual operating cost of each: modernizing Mason, relocating Mason to ES #32, opening ES #32 while keeping Mason, and delaying construction. Include staffing, transportation, retained-building and transition costs.
  4. What is already committed. Funds spent, under contract and still uncommitted for ES #32, and any cost of delay or cancellation.
  5. Equal rules for every school. The district's written staffing guidelines for 2023–24 through 2026–27, every threshold and formula in them, the dates and approvals for each change, and a list of every campus below a threshold with how it is staffed. For any campus staffed differently from the rule, publish the exception, who approved it, when and why.
  6. One framework for campus decisions. The written criteria for modernizing, replacing, relocating, repurposing and closing campuses, and how they were applied to Mason, Steiner Ranch, Faubion, Cypress and ES #32.
  7. The state funding loss. The current status of the more than $10.5 million in hold harmless funding the district reports losing under HB 2, whether any restoration is assumed in the 2026–27 budget, and how each option in item 3 changes if it is restored or permanently lost.
  8. A public answer. A named office responsible for these answers, a response date, and a public meeting where the community can ask questions about them. If a requested analysis does not exist, please say so.

Signing this petition requests information and consistent treatment. It does not endorse a particular outcome for any school or a position on any election.
