Stop Wallace Payne's Cruel Dog Training Methods

The Issue

Wallace Payne is the owner of the ‘Comprehensive Working Dogs’. He is a dog trainer based in Sharpsburg, Georgia. Both on his website and his Facebook page, the trainer brags about his awards and successes.

In February or early April 2015, he posted a short video that depicts his methods used to train dogs. A German Shepherd is seen barking aggressively, as the trainer whips and taunts him a few times.

Dog trainers ranging from exceptional to amateur around the world know that dogs respond best to positive reinforcement. These humane trainers have excellent results using their methods. Cruelty is not a part of properly training a dog or animal. Cruelty to animals is a crime.

A picture of his treatment shows him chaining a German Shephard to an iron pole on a wooden table. He has a whip in his hand, and the dog is clearly trying to escape but cannot move as his head is chained to the pole.

This Cannot be allowed to continue. He should be jailed for animal cruelty and not be allowed to have any animals in his possession.

This is unacceptable to me. This is unacceptable treatment of an animal and it should be stopped.

Under Georgia Animal Cruelty, O.C.G.A. §16-12-4,
  Cruelty to Animals (misdemeanor charge): A person commits the offense of cruelty to animals when he/she causes death or unjustifiable physical pain or suffering to any animal by an act, an omission, or willful neglect.  The physical pain and suffering this animal is clearly under in this picture is unjustifiable. It pains me to imagine what he does to them when he isn't knowingly being videotaped. He is proud of this cruel act; He put it on his website!

Local law enforcement (municipal or county police department or county sheriff's department) enforces the criminal provisions of Cruelty to Animals, O.C.G.A. §16-12-4. 

An animal control officer is an individual authorized by local law or by the governing authority of a county or municipality to carry out the duties imposed by local ordinance and certain articles contained within the Georgia Animal Protection Act, O.C.G.A. §4-11-2.

O.C.G.A. §4-11-2 says: Humane care of animals means, but is not limited to, the provision of adequate heat, ventilation, sanitary shelter, and wholesome and adequate food and water, consistent with the normal requirements and feeding habits of the animal's size, species, and breed.

Although I am leaning towards believing he commits worse acts than this picture and the video he had on his website, it is all can prove at this time. If others know of even worse abuse, they may be afraid to come forward, or very well could be abusers themselves. He was quite frightening in his emails to me, and I worry about my well-being for standing up for these dogs with this petition. Despite this, I refuse to let him continue without a fight.
