Shenandoah County Personal Property Tax Reform

The Issue

We, the undersigned citizens and taxpayers, respectfully petition the public servants of Shenandoah County to adopt a policy allowing for the proration of personal property taxes when an individual sells a vehicle or permanently moves out of the county during the tax year.

Under the current system, many residents are required to pay personal property taxes for the full year, even when they no longer own the vehicle or no longer reside within the county for a significant portion of that time. This places an unfair financial burden on taxpayers and does not accurately reflect actual ownership or residency.

We believe personal property taxes should be assessed fairly and proportionately, based on the period during which an individual owns the vehicle or resides in the county. A prorated system would:

Ensure taxpayers are only charged for the time they are responsible for the property.

Prevent residents from paying taxes on vehicles they no longer own.

Provide equitable treatment for individuals relocating outside the county.

Increase public trust in a fair and transparent tax system.

By signing this petition, we urge county leaders to review and amend existing personal property tax policies to implement a prorated tax structure for qualifying vehicle sales and changes in residency.

We respectfully request action to ensure our tax system reflects fairness, accountability, and common sense.
