This petition is authorised by Detained in Dubai. The representatives Sheikha Latifa Al Maktoum appointed before she vanished.

A young woman is missing, presumed either kidnapped & being tortured, or dead.

We need your help to put pressure on the respective governments & the international community to demand urgent answers.

What we want:

We, the citizens of the world, need answers to how a Royal Princess, Sheikha Latifa Mohammed Bin Rashid Al Maktoum no less, daughter to one of the world's most powerful men Sheikh Mohammed bin Rashid Al Maktoum- Ruler of Dubai, vanishes without trace after escaping Dubai and releasing a video accusing her father of torture, murder and stating she feared for her life.

1. We demand responses from the UAE who have so far remained silent.

2. We plead for immediate support from the authorities of those who are affected and missing. We implore the United Nations to intervene.

3. We demand a public statement from the UAE confirming the whereabouts of Sheikha Latifa Bint Mohammed Bin Rashid Al Maktoum, date of birth 5 December 1985 and confirming that she is the daughter of the ruler of Dubai and that she is safe and well.

4. We demand a public statement from the UAE, Sheikh Mohammed bin Rashid Al Maktoum and India detailing what action they took or instructed against Sheikha Latifa Al Maktoum, Hervé Jean Pierre Jaubert (Hervé) and Tiina Jauhiainen (Tiina), three Filipino crew and the US boat Nostromo.

5. We demand that the UAE and Sheikh Mohammed bin Rashid Al Maktoum publicly confirm that no restrictions have been placed on Tiina or Hervé that restricts them from speaking about the events of the last month. If there are any such restrictions that he releases them from any such restrictions.

6. We demand that, if in his or UAE custody, Sheikh Mohammed bin Rashid Al Maktoum release Sheikha Latifa immediately and permit her to travel to a country of her choosing, in safety.

7. We demand that both the UAE and India immediately appoint an independent investigator of international standing, to be approved by the United Nations and Detained in Dubai (last appointed representatives of Sheikha Latifa) standing to investigate and report on the above events. Any report to be made public.

Why we want it/background:

On Sunday 4th March 2018 at around 6pm GMT Sheikha Latifa Bint Mohammed Bin Rashid Al Maktoum, Hervé Jean Pierre Jaubert, Tiina Jauhiainen, three crew and US registered boat Nostromo vanished in what can only be described as the most concerning of circumstances of the coast of Goa, India following a distress call. 

Sheikha Latifa daughter of Sheikh Mohammed bin Rashid Al Maktoum, Ruler of Dubai and Vice President and Prime Minister of the United Arab Emirates, was reported missing on 5 March 2018 along with dual French-US national Hervé Jean Pierre Jaubert, Finnish Citizen Tina Jauhiainen and it is believed there were also three Filipino crew aboard their US registered boat.

Sheikha Latifa had made contact with ‘Detained in Dubai’ prior to this date, confirming that she had escaped the Emirate, reporting details of incarceration, abuse, kidnap of her sister (and similarly of herself) and conveyed immense fear for her life. She instructed Detained in Dubai to act on her behalf.  She requested that numerous recorded messages, videos and other evidence she had sent ought to be released in the event that that she wasn’t to make it to safe shores.

The first video that has been released shows a calm and collected, although fearful young woman, who alleges that she has in effect been imprisoned by her father, subjected to years of ill treatment and prohibited from moving freely or exiting the emirate of Dubai for any reason whatsoever for almost two decades. The accounts set out in her recordings, which have been independently verified by various sources, appear to describe a system of abuse that requires immediate international intervention. 

Furthermore, she recounts how she is prevented from having her passport, how she is not allowed to travel anywhere without a driver designated by her family and that her movements are monitored 24 hours a day.

In her emotional plea, she confirms, “I have left the United Arab Emirates but I am not out of danger.”

In her last call to Ms Radha Stirling, founder of Detained in Dubai, Sheikha Latifa ‘appeared to be highly distressed and in a state of panic.’  She said, “Radha please help me, there are men outside.  I hear gunshots.”

The UK Metropolitan Police have confirmed they have referred the matter to the UK National Crime Agency and Interpol to investigate. The situation, as alleged, is of the utmost concern and once again brings the oppressive regime of the UAE into the spotlight.

Regardless of her parents, Sheikha Latifa, as an individual, has the right to go about the peaceful enjoyment of her life, and all of the evidence thus far presented suggests that she is being prevented from doing so.

It would appear to be too much of a coincidence, that upon her being reported missing and the suggestion being that she had been abducted following her escape, her verified social media accounts were immediately shut down, and rather suspiciously another member of the Royal Family, who shares the same name and previously rarely spoken about, has been heavily featured in the press.

Detained in Dubai and Stirling Haigh, appointed by Latifa and Hervé to represent them in the event they went missing, appointed Toby Cadman of Guernica & International Justice Chambers to file an immediate complaint with the UN Special Procedures Branch, specifically the UN Working Group on Enforced or Involuntary Disappearances, the UN Working Group on Arbitrary Detention, the UN Special Rapporteur on Torture, Inhumane and Degrading Treatment and the UN Office of the High Commission for Human Rights requesting their urgent and immediate intervention.

Radha Stirling, founder and CEO of Detained in Dubai said, “we are very grateful for the assistance of Guernica International Justice Chambers and we are hopeful that the United Nations will be able to intervene in what is a most distressing and concerning case. We have repeatedly attempted to contact the United Arab Emirates but have received no response whatsoever. We have the daughter of the Prime Minister of a country, that is a holiday hotspot for millions of women around the world, making very public and serious accusations against her father in a lengthy video. The silence of the UAE in this regard is deafening. The UAE needs to respond.”

David Haigh a British lawyer and partner at Detained in Dubai, himself a victim of torture in the UAE currently pursuing a complaint against the UAE before the UN, said, “we reached out to Toby Cadman, an English Barrister, when Sheikha Latifa first contacted us, for his advice on the appropriate steps to take, to firstly verify her identity and then to assist her. Early on we were able to confirm her identity given that, coincidently she was a friend of my former assistant when I was in Dubai. Since her disappearance following a distressing call we have had considerable third parties coming forward to confirm and authenticate her identity.” 

In Latifas own words:

“Pretty soon I’m going to be leaving some-how, I’m not sure of the outcome, but I’m 99 percent positive this could work.”

Alarmingly on Sunday 20th March 2018,  the boat upon which Sheikha Latifa, Hervé and Tiina had escaped, and which was last seen of to coast of Goa, appeared in a military facility in the UAE.  This was reported to international authorities and then both Hervé and Tiina were apparently released. There has been no report or contact from Sheikha Latifa. 

The UAE has continually attempted to discredit (although never in writing or publicly) the very existence of Sheikha Latifa, despite overwhelming evidence. Detained in Dubai has had no less than 30 persons (and growing) that knew her confirm her identity, and with photographic and video evidence.  

The UAE Royal family owned media arm “The National” has then sought to discredit Detained in Dubai and its founder, Radha Stirling and David Haigh by the printing of untrue and defamatory articles. However still no stament on Sheikha Latifa.

Detained in Dubai are deeply concerned of the safety of Sheikha Latifa. If this were Prince William of the United Kingdom who had vanished in such circumstances there would be a world-wide controversy. This needs to happen now for Sheikha Latifa.
