SHAME ON FELTON INSTITUTE - HELP US GET OUR SENIOR CENTER BACK!
The Issue
Almost a year ago the Richmond Senior Center (RSC) was closed down for lead and asbestos remediation. Their landlord, Felton Institute, said the work would be done within 6-8 weeks. It is now almost one year later, and the remediation is still not complete, meaning the Center and all its services cannot fully reopen.
Seniors and people with disabilities have been unable to reconnect with the many services RSC provides. We are tired of waiting. Please support us by signing the following grievance that we are sending to the San Francisco Commission on Aging and Department of Disability and Aging Services. We hope that our voices will prompt Felton to complete the remediation as soon as possible, so that we can finally have our Center back and reconnect as a community.

Dear Janet Spears and Kelly Dearman,
As seniors who rely on the Richmond Senior Center (RSC) for daily nutrition, socialization and vital assistance with maintaining needs such as benefits and housing, we file the following grievance.
- November 2, 2022, the RSC was closed for lead and asbestos remediation. The property owner, Felton Institute, promised the work would be completed in 6-8 weeks. Over the past year the date of completion has changed more than five times. The following dates were promised – each one updating the other:
* January 14
* February 6
* Mid-March
* Late-June
* September 4
Yet to this day the work is not complete.
- RSC leadership reports that all work ceased in April 2023.
- The back half of the senior center remains skeletal; there are no walls or ceilings.
- This incomplete work blocks access to the only ADA compliant restroom, two activity rooms, and the second emergency exit, forcing a more than 50% cut in occupancy limits.
At issue is the blatant lack of communication from Felton Institute leadership regarding this extensive closure. Al Gilbert, Felton President and CEO, Marvin Davis, Felton CFOO, and Darren Skolnick, Felton Board President have all ignored calls and letters from RSC requesting their help in resolving this year-long closure. We sent a FORMAL Grievance and request for a meeting to every Felton Board member on September 8 with absolutely no response or recognition to date. Supervisor Connie Chan is requesting a hearing to hold Felton Institute accountable.
1. We want to know when this will end.
2. Where is Felton Institute leadership? Why have they refused to answer inquiries from RSC staff?
3. WE WANT OUR SENIOR CENTER BACK!
