The Issue

Hello, concerned citizens and fellow Philadelphians, it's time to stop dancing around on it, it's time for another petition that I should have started sooner.

For far too long, many of us have been forced to navigate an inaccessible public transport system here in Philadelphia. SEPTA, our public transit provider, still has numerous stations that do not comply with the Americans with Disabilities Act (ADA) requirements. This is not just a violation of a federal law but a glaring injustice to those of us who rely on wheelchairs or have mobility challenges.

Why is this important? Because accessibility is not a privilege; it is a right. And it has been so for 36 years. Many of us have missed out on job opportunities, social events, and even essential medical appointments because of the unavailability of accessible public transportation. The Americans with Disabilities Act, which prohibits discrimination based on disability, was passed over three decades ago. Yet somehow, we are still having this conversation in 2026.

Here’s a key fact: The ADA does not include a Grandfather Clause. This means that older buildings and facilities are not exempt from adhering to ADA standards. SEPTA cannot hide behind excuses of historical precedence or financial incapability. In fact, SEPTA has the funds—receiving significant federal, state, and local subsidies—to make these necessary upgrades. For this reason, SEPTA and their stations are in violation of the law.

The deadline of July 4, 2028, is a reasonable time frame for such essential changes. Two years might not seem like a long period, but given the work that needs to be done, it is fair and necessary. We propose that if SEPTA fails to comply, they should face substantial penalties or even suspension of services in non-compliant stations. We demand accountability and concrete commitments toward a fully accessible transit system.

Additionally, current alternatives offered, like paratransit and driving, are neither adequate nor equitable solutions. Paratransit services often require scheduling multiple days in advance and are unreliable at best. Driving is not an option for all, particularly in a city where many residents do not own a vehicle. Public transport needs to serve everyone equally.

We ask that you support this cause by signing this petition. By doing so, you are advocating for a significant change that promotes inclusivity and equity for all members of our community. Let's hold SEPTA accountable and ensure a more accessible future for all Philadelphians.
