Here is what is happening,

William Shatner goes to Van Horn, Texas for trip into space with an e-bike strapped in behind him to transport him around the launchpad at Blue Origin. 

Craig Sap Superintendent of Angeles District Parks retired at the start of the year and no one is now enforcing his e-bike ban.

California State Parks system issues rules allowing class one e-bikes! Individual state park managers can restrict their use if they want. But this is guidance and policy now for them to follow (or not).
National Parks now allow class one e-bikes and NFS has an order allowing them too. But again individual park managers have discretion.

OC and LA Parks ban low power assist e-bikes. However there is an exception pursuant to the DOJ 2011 rule if the E-bike is being used as an OPDMD and you state that you have a mobility disability.
