Once we get 1000 supporters, we will redeliver our demand, Mr. Sap, to tear up that order (banning e-bikes from Angeles District Park bike trails and paths). Please spread the word, we need your support now. We will copy the State Parks, local Senators and Assemblymembers. Several are watching this closely and have been in contact with Superintendent Sap on your behalf. Your voice is being heard.
In his response to our last demand for him to rescind his E-Bike ban he cited a joint land management agreement entered into in the 1990s with other adjacent land Managers for not allowing any type of E-bike on Angeles District State Park bike trails and paths. I have heard that e-bike owners have been receiving citations in Angeles District since Oct 2017 for riding e-bikes on the State Park bike trails and paths pursuant to Superintendent Order number 915-17-002 that Superintendent Sap signed on September 13, 2017. All of the reasons that he gave me and that were stated in the order were without merit and we have challenged. So the last reason he is hanging his hat on is that the adjacent land to the State Park land does not allow E-bikes so he is trying to remain uniform and in sync with them pursuant to a joint cooperation management agreement in place since the 1990s. In his response to to the 500 strong petition he actually sent me a copy of a letter (he obtained before I delivered the first 500 signatures to him) in an effort to support his position from an adjacent land manager. David Szymanski Superintendent National Park Service, Santa Monica Mountain National Recreation Area on stationary from the United States Department of the Interior dated October 27, 2017. In it Superintendent Szymanski backs up Superintendent Sap by saying that "Section 3.10 Mountain Recreation and Conservation Authority (MRCA) regulations prohibit electric bikes outside of paved roads and developed areas." "The MRCA Board which approved this ordinance includes representatives from several recreational user groups, including the International Mountain Bike Association" "The fact that State Park has acted to make their regulations consistent with the other major land agencies in Santa Monica mountains should make this task easier and prevent unnecessary conflicts and citations and complaints from other users"
So what you are hearing here is
1. Rather than the State law which allowing class 1 and 2 pedal assist E-bikes on State Park bike trails and paths being applied to the State Parks, Mr. Sap has decided to just apply the rules and policies of adjacent Federal lands to State Park lands because it will prevent conflicts and complaints from existing users. And it is flat our more convenient for Mr. Sap and the adjacent land managers.
You know what else you are hearing?
2. That the International Mountain Bike Association supported the E-bike ban on park trails and paths. The International Mountain Bike Association is not your friend. They together with the land managers are keeping you off the trails. Their members don't want to share the bike trails and paths with older users that need or prefer pedal assist E-bikes to ride a bike.
I will make it very clear to Superintendent Sap and Superintendent David Szymanski that the International Mountain Bike Association does not represent E-bike owners views on this issue. That is the purpose for our organization's formation so that they can be made aware of our views and take them into consideration. The over 50 crowd makes up more than 1/3rd of the population so they need to take note and act accordingly. This over regulation is stifling business for E bikes. One only needs to look at Europe to see that E-bikes are very popular there and the market for them is robust. Keeping older Americans in the dark ages with over regulation is flat out wrong and a drag on our economy. Getting senior citizens out and riding bikes will lower health care cost for all of us and extend our lives and support this new green industry helping our economy. It will lower our carbon foot print and create jobs. This is a no brainer. Our public officials have to get with the program and pay attention to the over 1/3 of the U S population that this issue potentially affect. America does not need to be the last to get it on this issue. But sadly it is. England is decades ahead of us on this issue. We all have to work together to win this fight. This will help us secure and protect park bike trail access for those of us that require or prefer pedal assist type 1 and 2 E-bikes as our primary source of exercise and recreation.
