Currently, animal testing procedures in the United States are incredibly unregulated. The Animal Welfare Act (AWA) covers about 5% of animals used for testing, leaving approximately 1 million fish, birds, and small mammals unprotected. More than $16 billion dollars of taxpayer money is spent on animal experimentation by the US government each year, so there is no reason the animals should be treated so inhumanely. 

H.R. 8502/S. 4601 or the Animal Cruelty Enforcement Act of 2020 creates a new section in the Environmental and Natural Resources Division of the Department of Justice dedicated to enforcing national animal rights laws. As well, those who violate the laws will be properly prosecuted because there will be more resources and personnel dedicated to protecting our animals. 

Not only does animal testing hurt animals, but also human society. The Animal Cruelty Enforcement Act of 2020 cites research relating animal abuse to child abuse, gang activity, homicide, domestic violence and many other heinous crimes.
