"Crop Protection Chemicals" Only Protect the Profits of Corporate Agro Business.
This is not a petition. You do not have to agree with my point of view to fulfill this pledge. This is a work in progress. 
I have a lot more to say about these excerpts.

SEC. 101. STATEMENT OF POLICY.
It is the policy of the United States to promote global food security, to eradicate hunger and malnutrition, to alleviate poverty, to improve agricultural productivity and rural development, to support the development of institutions of higher learning{!}
that will enhance human capacity, entrepreneurial skills and job creation, agricultural research and technology{@} 
and the dissemination of farming techniques to all parts of the agriculture sector, and to support sustainable farming methods.{#}

{!} We HAVE plenty of "institutions of higher learning" but they don't know much about rural small-time local farming or vegie gardening.
We the Peasants know about farming from experience.
Our ancestors knew a LOT about producing food, knowledge that is being destroyed by Industrial farming practices - consolidations - monopolizations - propagandas.
People need seeds and land, water,  a few tools, perhaps some farm animals according to their environment and need - availablity of shelter. PERIOD.
The rest we can do ourselves if we are not impeded by Corporate Government.
What are we giving Food Money to Ivory Towers for????  

{@} There has been PLENTY of research and, every time, the findings come up in favor of organic farming methods, local production, biodiversity, crop rotation, mixed crops as opposed to monocropping, all the things that old fashioned farmers have done for centuries, perfected thru cooperation among humans and with other life forms and passed on from generation to generation without any "higher education" necessary.
The most practical "method" for research is for as many People as possible to grow things, paying attention to the changes and noting the connections between the various kinds of changes, freely sharing what we learn, reading books about how others have produced better crops and solved various problems using natural methods.
A PEOPLE THING not an Industrial thing.

This leaves the door open to ANY KIND OF "TECHNOLOGY"  INCLUDING GMOs, pesticides, chemical fertilizers, herbicides you name it.
NONE of them healthy for anyone or anything.
Further, "dissemination of farming techniques to all parts of the agricultur[al] sector" could easily be a metaphor for "marketing Big Agro Biz plant protection products and GMO seed to the whole world" ....
{note: "plant protection products" is the new euphemism for pesticides, herbicides and the like}  

(#) True, it says, "and to support sustainable farming methods."
HOWEVER, GMO corporations CLAIM that their methods are "sustainable" {which they are definitely NOT} ...
and legislators, who know absolutely nothing about agricultural REALITY, do not know any better perhaps???
Most politicians are not avid gardeners, they don't have time. 

Sustainable Farming Methods depend on being IN BALANCE WITH NATURE.
Cities of Pigs and Cities of Cattle and Cities of Chickens and Cities of Humans for that matter, do not work.
It is OBVIOUS.
The only truly sustainable solutions depend on overcoming the "City Mentality" that has been forced on US by the Industrial Revolution of Everything, driving people off the land because they can no longer make a living
{or some rich dude wanted a golf course there, etc} ...  


Industrial technology has not proven its worth.
If it really worked, we would not now have so many people starving across our whole planet.
Change means stopping doing what does not work.
There has been plenty of time, plenty of research of all kinds, plenty of "experiments" and "tests", many of which had disastrous "unexpected" consequences
{unexpected in quotes because any farmer with any Common Sense could have told them what to expect from GMO field "testing"}.

SEC. 102. COMPREHENSIVE($) FOOD SECURITY STRATEGY.
    (a) Special Coordinator- The President shall designate an individual to serve in the Executive Office of the President as the Special Coordinator for Food Security.
    The coordinator shall assist the President by--
        (1) advising the President on international food security issues;
        (2) taking such actions as are necessary to ensure the coordination of the food security efforts and programs of the United States, including the activities of Federal agencies; and
        (3) overseeing the development and implementation of the strategy described in subsection (b).

AH HA! ..."Special Coordinator" --- and here we are once again giving one single fallible human "individual" too much power and too much control over too many other people's lives.  

It sounds like this "individual" decides everything.
And what if the revolving door swings around again and we end up with an "ex" - GMO-corporate CEO or somesuch as our new "head"??? ... like Michael Taylor for instance???? hmmmm????
Would this be all it would take to open "Pandora's Box"?
{as a fellow change.org member so apropriately called it}.  

This "individual" would have far too much power for comfort.
I can easily understand why Organic Organizations and Organisms are in a panic.
With the vague wording without specifications, this "individual" could do ANYTHING THEY WANT
{or anything their corporate allies-sponsors want!}
Have we not all had enough of that kind of BuShit already???  
This also means that the US Gov agencies listed here {under the "control" of this "individual"} will have full "control" over other countries' agriculture, production, processing, distribution, etc.

 

This really means that their corporate allies-sponsors would have "control" because they "control" our gov and many other govs around the world.

Corporate Personhoods have more "legal" Rights than People or any other Life Forms on Earth including our gov because they BOUGHT our gov and they want US to pay for it.
{control in quotes because control is an illusion; legal in quotes because unethical laws are of highly questionable legality by any sane sociological standards}. ...

Further, those who cannot control themselves and their lower urges of avarice, mendacity, underhanded manipulation, abuses of power for self-gratification, etc., will never truly have any control over anything in the long run ...

What are the checks and balances going to be over this "individual"???
Will this "individual" be able to do the   BuShit  Signing Statement Thing??? etc etc etc ...
This bill clearly needs some re-writing AND more public discussion before it ever be considered ready for a vote.

(b) Content of Strategy-     
The strategy referred to in subsection (a)(3)(%) is a comprehensive($)  food security strategy that--

($) I don't like the sound of that word ... "comprehensive" ...
Is it so comprehensive that it could take away more of our rights if we don't happen to "fit" into their idea for their "comprehensive" strategy???  

PLUS

(%) So now with typical obscuritization we must review (a)(3) ... VOILA ...

This is a bunch of Convoluted Nonsense that does not tell us How or What or much of anything except to enact some poorly written statements into law that COULD be interpreted in any number of ways, all the way to full on fascist justification for ANY atrocity.
Sheesh ... I thought these people were lawyers and such. LAWS MUST BE CLEAR TO ALL, so clear that there is no need to debate what the law MEANS!!!!!! As well as easy to understand in plain simple American English.

Might it not be more clear to simply say here:

It is no wonder our legislators and everyone else cannot stand to read these billls. ee gads!!!! 
So what this is again saying to me is that the Special Coordinator will have "control" over the entirety of the comprehensive food security strategy.
This sounds suspiciously & uncomfortably dictatorial to me.  

Ya know ... the "FINAL SOLUTION" also had a "comprehensive implementation of a food security strategy." in the name of scientific "research and technology" ... 
        Round up a bunch of certain kinds of people .... don't give them enough to eat ... get as much work out of them as you can before they get too weak & sick to work anymore  ... and then just let them starve to death.
{Sorry, I forgot exactly which concentration camp this "experiment" was performed in ... somewhere in Poland?}
This left all the food, money, etc, etc  to the "controllers", therefore, "food security" ... aka, the Lion's Share.  

I am not saying that this is what our Congressmen intend.
I am saying that this is what the wording of this Bill leaves US open too, esp since WE have not yet had all of our Rights restored to US that the B u S hit Regime and all their corporate personhood buddies stole from US.  
And we know full well from past experience that these "legal persons" cannot be trusted with our well-fare, resources, lives, health, economy, security, or anything else that really counts to US.

2) seeks, to the greatest extent possible, to encourage the leverage of--
    (A) resources of private sector providers of agriculture inputs, processors, and marketers, including through the Global Development Alliances of the United States Agency for International Development and other measures;

Without specific limitations clarified ... it is possible that ...
"PROCESSORS AND MARKETERS" = Monsanto et al ...WIDE OPEN DOOR.
{There is a LOT more I have to say about this one but I am burned out for the moment, ESP with the system here on change not recognizing my format or the typing I have entered to correct a few booboos.}

(2) CONTENT-
The report required under paragraph (1) shall include--
    (D) an assessment of United States efforts to encourage and leverage business(+) 

and philanthropic participation in United States food security programs and to coordinate such programs with similar efforts of international organizations, international financial institutions(?).
the governments of developing and developed countries, and United States and international nongovernmental organitions(`)

A.
(+) "leverage business and philanthropic participation" , "leverage" is a word used in finance meaning what our failing finance industries have used to create the crisis that "required" all the BAILOUTS ...
{philanthropic? --- some of these donations solicited by organizations like CARE who are sponsored by Big Agro corporations} 
If we do not get someone with integrity running the program this will open the door to the money going to these same multinational corporations instead of to the people who need it ...
which means these corporations will no doubt do the same as they have done in India and other countries around the world = increase debt and poverty of the people ...  

(?) "efforts of international organizations, international financial institutions", = MULTINATIONAL CORPORATIONS that have used "economic hitmen" to convince poor countries to borrow themselves to death, putting them under complete control of corporations and leaving them with high interest debts that they can NEVER pay back ... destroying the economies of these countries and disastrously affecting the well-being of the Peoples ...

THIS CREATES MORE POVERTY ... which is the whole point .... unemployed, landless, starving people are easy to control. They beg for sweatshop jobs (and get them) but cannot make ends meet, not even enough to eat much less anything else.

(`) "international nongovernmental organizations." =  MULTINATIONAL CORPORATIONS.

(B) recommendations relating to any additional actions the Comptroller General determines to be necessary to improve a global food security strategy and its implementation.

"any additional actions the Comptroller General determines to be necessary" = CAN DO ANYTHING without limitations clarified.

SEC. 201. AGRICULTURE, RURAL DEVELOPMENT, AND NUTRITION.
    (a) Authority- Section 103(a)(1) of the Foreign Assistance Act of 1961 (22 U.S.C. 2151a(a)(1)) is amended--
        (1) in subparagraph (B), by striking `; and' and inserting a semicolon;
        (2) in subparagraph (C), by striking the period at the end and inserting `; and'; and
        (3) by adding at the end the following new subparagraphs:
            `(D) to expand the economic participation of people living in extreme poverty and those who lack access to agriculturally productive land, including through productive safety net programs and health and nutrition programs, and to integrate those living in extreme poverty into the economy;
            `(E) to support conservation farming and other sustainable agricultural techniques to respond to changing climatic conditions and water shortages; and
            `(F) to improve nutrition of vulnerable populations, such as children under the age of two years old, and pregnant or lactating women.'.

"expand the economic participation of people living in extreme poverty ... integrate those living in extreme poverty into the economy;"  = hire slaves to work for Big Agro corporations ...

just like they did in India where farmers are committing suicide because they can no longer make a living and their lands have been stolen because of their newly created DEBTS to multinational corporations, mainly Monsanto, agriculture is in a disastrous crisis, more people than ever are starving ....

`(E) to support conservation farming and other sustainable agricultural techniques to respond to changing climatic conditions and water shortages; and

It is claimed by GMO corporations that they are developing GMO seeds that can do this
{which is not borne out by scientific evaluations or the results where they have already tried this -- atrocious food and crop shortage catastrophes} ....
This phrase {ref to (E)} leaves the door open for them to do more of the same supposedly "conservation farming" ...

(b) Authorization of Appropriations-
There is authorized to be appropriated to the President to provide assistance under section 103 of the Foreign Assistance Act of 1961 (22 U.S.C. 2151a) for the purpose of carrying out activities under this section, in addition to funds otherwise available for such purpose--

A.
" for the purpose of carrying out activities under this section" = giving money to Big Agro projects rather than giving money to the people who really need it ....
Appropriations = TAXES ... to pay off the debts incurred because our country is so broke we don't even own it anymore.
{and mostly to pay off interest for a LOOOOOOONG time, just like all the war and military spending debts we have already left our children, grand-children, great-grand-children  and who knows how many generations will be saddled with the burden of the biggest transfer of wealth to the already super-rich in the history of the world}.

SEC. 202. AGRICULTURAL RESEARCH.
    Section 103A of the Foreign Assistance Act of 1961 (22 U.S.C. 2151a-1) is amended in the first sentence--
        (1) by striking `, and (3) make' and inserting `, (3) make'; and (2) by striking the period at the end and inserting `, and
        (4) include research on biotechnological advances appropriate to local ecological conditions, including genetically modified technology.'.

A.
HERE IS THE BIGGEST ATROCITY:
"including genetically modified technology.'." ... which gives Monsanto et al free reign without real oversight.
It potentially appropriates big bucks from our descendants to these companies to fund further "research" {development} of MORE GMOs.
GMOs are NOT sustainable because farmers have to BUY seed every year which they cannot afford and GMOs lack natural reproductive potential.
They also contaminate other crops thru crosspollination, interfering with the reproductive abilities of natural species = genocide = the destruction of Genome-species.
Further, these GMO seeds require pesticides and other chemicals which small farmers cannot afford either, esp since they will not receive much if any of the money to help them BUY these corporate anti-life "plant protection products".

All the gov has to do is to declare these technologies "advances" and that is that ... it does not matter if they are not truly advances.
In fact, TRUTH AND INTEGRITY do not matter to corporations at all, and since they control our gov -- truth and integrity do not matter to our gov either because, to get elected, our mis-representatives and our President require huge donations from Big Biz Corporate Personhoods or they go down like Kucinich because they cannot get any Big Media coverage.
The Media is "controlled" by these same multinational corporations.
"They", the "Deciders",  have been named the Global Dominance Group, GDG, by Peter Phillips.  

All Life Forms depend on eating other life forms in some form or other, including plants.
This is the NATURE of LIFE.
This is one of the meanings of the symbol of the snake swallowing its tail.
When the food we eat has been fed sick "food" {pesticides antibiotics, hormones, chemical-synthetic-non-biological "nutrition"}
that food will be sick.
When the food we eat is sick, it makes us sick.

"Crop Protection Chemicals" only protect the profits of Corporate Agro Business.
To save ourselves and our planet, we need to return to more primitive "technologies" in our living practices and move forward to higher planes of awareness in all of our inter-relationships with each other and with other life forms.
