A lot of students were taught in Folklore Department, University of Kalyani, Nadia,West Bengal before but the number of students in Master Level of this department now stands very few number . From time to time a large number of students left the Department before the completion of the course in protest against the favoritism towards some students, mainly female students & personal ill proposals given to female students by Dr. Sujay Kumar Mandal, Faculty member,  Department of Folklore, University of Kalyani.If any student raises voice against dr.mandal he/she (student) will not be able to undergo M. Phill /Ph.d in the department only it is possible if girl students agree to relieve his sex hunger.

I was P.G lavel student,I left this department without complete the course for Sexual  harrasment by Dr.Mandal which is based on The Sexual Harassment of Women at Workplace (Prevention, Prohibition, and Redressal) Act, 2013.
A Female researcher under his guidance, she did not accept the suggestion of having a 'deep personal relationship' with dr. mandal and she was forced  to change her 'guide' to another department of this university.She was threatened by a male researcher under his guidance of this department.A situation was created that the female Researcher has thought to commit suicide due to misbehavior of dr.Mandal which is based on The Sexual Harassment of Women at Workplace (Prevention, Prohibition, and Redressal) Act.
Even  dr.mandal threatened to see and misbehaving towards a female faculty member of this department. Many accusations have been submitted to the University authority against him,but this matter has been covered for a long time.
Some female researchers have applied for research in other department for fear of Dr.Mandal. As a result,it is clear that none of the women are not feel secure in this department.
One female researcher of Folklore department have also complained about Dr Mandal attitude towards from backward class of society.Even the attendance register bears the mention the cast by side of each name which is based on caste is prohibited under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989.As a result,many students have to face many problem.It's really unfortunate.
One student complained about this on 18.10.2017. Based on his complaint, the university authorities constituted a one-member inquiry committee (Vide Order No. RPS/Disp & Appea/28/1829/2017 dated 26.10.2017 of the Registrar, Kalyani University).The Enquiry  report revealed that Dr. Sujoy Kumar Mondal was accused of sexual harassment by two female students and caste discrimination against another female student. Thereafter the inquiry report of this committee does not get legal validity in the meeting of the Executive Council of the Kalyani.
Then upon based on my complaint inquiry was conducted by the Internal Complaints Committee (ICC) constituted as per the U.G.C.  (Prevention, prohibition and redressal of sexual harassment of women employees and students in higher educational institutions) Regulations, 2015.
According to the findings and recommendations of the ICC dated 14.02.2018 the accused Dr.  Sujay Kumar Mandal was punished on 23.07.2018, but he filed a Writ Petition vide W.P No 12595 (W) of 2018 before the Calcutta High Court. The Hon'ble High Court stayed the effect of the aforesaid punishment on 24.07.2018 until it is vacated for which no action could be taken by the University. 
 On the other hand the accused Dr.  Sujay Kumar Mandal submitted a contempt petition before the Hon'ble High Court Calcutta alleging non compliance with the above order of Hon'ble High Courts vide CPAN No-609 of 2019 and W.P No.  12595 (W) of 2018.
It is very surprising that Dr.Sujay Kumar Mandal, Faculty member of Folklore Department, University of Kalyani  was appointed as a head of Folklore Department,Kalyani University on 28/12/2020.(Ref:_R/Estab./Headship/FOLK/2020/DP-42).This is not the end here, he was promoted to professor by the university authority.
There are additional allegations against Dr.Mandal that have not been investigated.This is a matter of great concern. 
So it is essential for the university authority to thoroughly investigate the allegations against Dr. Mandal, ensure the proper implementation of the law, and take necessary action and redress the grievances raised by the students and faculty members. Legal proceedings should follow the appropriate sections of acts such as The Sexual Harassment of Women at Workplace (Prevention, Prohibition, and Redressal) Act, 2013 and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989.
