

Seeking caring Americans to promote Global Alliance for Human Rights with Empathy Surplus.
The Issue
For USA voters to sign up to recruit their neighbors to become citizen sponsors of model legislation titled "Friendly Relations Among Nations" Education Bill in order to make the words #DutyOfCare top-of-mind.
Empathy Surplus Network USA stakeholders are deeply concerned about the national empathy deficit. Empathy isn't just a nice feeling. Empathy, duty of care, is the soul of democracy and the rule of law. We urge caring US citizens to act now and ask their State House and Senate representatives to sponsor and pass legislation to amend the academic standards of their state for grades 4-12 to include
- How to cultivate empathy, our #DutyOfCare for one another's freedom and human rights, and
- Add for study each year the 1945 United Nations Charter and its 1948 Universal Declaration of Human Rights.

SIGNATORIES WILL DECIDE WHO IS A PETITION DECISION-MAKER. We will add “decision-makers” to this petition in the following way:
- For every 25 signatories from a specific state, we will add their governors and start asking for volunteers to coordinate promoting model legislation in that state (if we have a state volunteer).
- For every 25 signatories in a state house district we well add that state representative (if we have a state volunteer).
- For every 50 signatories in a state senate district, we will add that state senator (if we have a state volunteer).
- For every 100 signatories in a state congressional district, we will add that Member of Congress and the state's US Senators (if we have a state volunteer).
Power to CARE to the People - If their government won't care for the people, the people must care for one another. Signatories must be good faith ACTORS and promote #DutyOfCare.
In August 2026, on Historian Timothy Snyder's Substack, he and former US Ambassador to the United Nations acknowledged that "the house (that is, the U.S. federal government) has been burned down." That includes abandoning empathy and our #DutyOfCare for humanity's freedom and human rights, which make up the soul and the rule of law. Snyder went on to say, "There are people wandering in the ashes and ruins. There are people pretending that the house is still there. But the house was never quite what many of us thought it was. So the question is now, who has the vision, and what can we do and where do we start?"

"We the Peoples of the United Nations, determined..." - The United Nations Charter opening sentence. The word "people" is used 14 times.
"The will of the people shall be the basis of the authority of government..." - Article 21, Universal Declaration of Human Rights
Billionaires don't need countries. Organizations like the United Nations are an impediment to billionaires and their fascist buddies. As a result, only one human rights treaty was ever ratified and implemented in the USA. In 1967, William Proxmire started a personal campaign to ratify and implement the UN Convention on the Prevention and Punishment of Genocide. Every day the US Senate was in session, Proxmire spoke on the Senate floor, urging its ratification and implementation. He spoke every day the Senate was in session for a total of 3,211 days, more than 20 years.
State legislatures don't have to wait for treaties to be ratified and implemented federally. State legislatures could pass enabling legislation to implement the treaties when the US Congress does not act. They simply need to use the treaty language.
