The Issue

Three dogs starved to death in filthy, feces-covered crates inside a home in Raleigh, North Carolina. Deputies with the Wake County Sheriff's Office say they found the animals' skeletal remains during a welfare check, along with three kittens deprived of food and water. The homeowner, Karen Tupman, was actively trying to take in more animals to foster when a veterinarian raised the alarm after noticing severe underweight in animals she'd brought in.

Tupman now faces three felony counts of animal cruelty and three misdemeanor counts, but a $50,000 bond means she could be released while the case moves through court. Court documents reportedly raise concern about what could happen to any animals in her care if she's freed under less restrictive conditions.

This case shows how easily neglect can hide behind the label of "rescue" or "foster," and how much damage can be done before anyone steps in. We're calling on the Wake County District Attorney's office to pursue the maximum penalties allowed under the law, and on North Carolina lawmakers to strengthen sentencing standards and bond conditions for felony animal cruelty cases so no one accused of this kind of suffering can simply walk free and start over with new animals.

Animals can't speak for themselves. The people responsible for protecting them can, and should, use every tool available to make sure this doesn't happen again.

Sign the petition to demand full accountability for Karen Tupman and stronger protections for animals across North Carolina.
