When National Highways infilled No.2 Shaft at Queensbury Tunnel in October 2019, it used permitted development rights intended only for immediate, temporary works in emergency situations. The company also ignored a Planning Enforcement Notice issued by Bradford Council. But this was just the first of at least 35 infill schemes it intended to pursue under the same inappropriate rights.

National Highways has been found to have breached its obligations under those rights at Congham, Norfolk where the local planning authority has asked it to submit a retrospective planning application for the infilling of a rare-surviving modular reinforced-concrete bridge.

Our friends in The HRE Group are seeking funds for legal help to support their objection to the planning application. If councillors were to reject it, further pressure would be applied on Bradford Council to take enforcement action against National Highways over the blockage of Queensbury Tunnel at No.2 Shaft.
