Unfortunately we are not making any headway with closing the "pit park" lot down. I went to the most recent HOA meeting and while the board is trying to help, it's a bit out of their hands. Lennar is transferring the lot to the city soon, and they have no interest or intention in blocking it off or helping our cause. After it transfers to the city, it will be a public "park" and we won't have any control of who is entering or staying up there overnight. We have been advised to send the county supervisors letters in hopes to gain their attention and raise awareness to negative and illegal activity the lot brings to our community. I have attached (see below) a pre typed letter so that you can copy, fill out your info and paste to your email browser. Please send to both city supervisors at your earliest convenience. This should only take you 5 min max to do, and would really help us gain traction to close the lot down! Thank you in advance for your continued support!

Subject: Formal Complaint - Pit Park as a Public Nuisance, Request for Immediate Closure
I hope this letter finds you well. I am writing to you as a concerned homeowner residing at YOUR ADRESS HERE, to formally lodge a complaint regarding the Pit Park parking lot located on Camino Del Sur between Casey Glen and Bing Crosby Blvd (Coordinates: 33.02166° N, 117.14337° W). This parking lot has become a significant public nuisance, and I am requesting immediate action for its closure.
Background and Lot Existence
The Pit Park parking lot is currently owned by Black Mountain Ranch LLC, a company formed by Lennar Corporation to develop the Sterling Heights and Wellington communities within the Lakes Above Rancho Santa Fe. Initially constructed to house trailers for the building of these communities, the lot has since remained open as a public parking lot. The lot is currently in the process of being transferred to the city of San Diego from Black Mountain Ranch LLC (Lennar Homes).
Pit Park as a Public Nuisance
The parking lot has become a hotspot for various disturbances and illegal activities, severely impacting the quality of life for nearby residents. Specific issues include:
Excessive Noise: The lot is frequented by teenagers and other individuals who engage in loud activities, including playing loud music, fighting, and screaming, especially after 10 PM on both weekdays and weekends.
Illegal Activities: We have seen and there have been numerous reports of drug use, sexual activities, and overnight sleeping in cars. The secluded nature of the lot, shrouded by trees and out of public view, facilitates these activities.
Safety Concerns: The presence of derelicts and the occurrence of fights and breaking glass pose significant safety risks to the community.
Lack of Public Benefit: The parking lot does not provide access to any trail or trail networks and serves no beneficial purpose to the public.
Staging Area for Theft: The recent break-ins throughout San Diego share one commonality - the thieves all entered via the rear of the house via the backyard. This lot acts as a perfect staging areas for thieves to break in to homes throughout the Del Sur and Lakes communities. There have been two break-ins in the lakes community in the last three weeks within close proximity to this lot.
Despite multiple complaints made to both the San Diego Sheriff's Department and the San Diego City Police, the situation remains unresolved. The lot's location on the border of their coverage areas, similar to the district dividing line, complicates enforcement efforts.
Request for Immediate Action
Given the ongoing issues and the lack of public benefit, I respectfully request the following actions:
1. Immediate Closure: Close the Pit Park parking lot to prevent further disturbances and illegal activities.
2. Increased Surveillance: Implement regular surveillance and patrolling until the lot is closed to deter illegal activities and ensure community safety.
3. Community Engagement: Facilitate a meeting with residents, local authorities, and the parking lot management to discuss long-term solutions and ensure the well-being of the community.
We request your immediate action to close this lot. We believe that with your support and intervention, we can restore the safety and tranquility of our neighborhood. We are more than willing to provide any additional information or participate in discussions to resolve this issue.
