The Issue

Every day I witness heart-wrenching scenes on my friends' Instagram feeds: abandoned cats breeding uncontrollably in the streets of The Bronx. Many of these cats don't possess the street smarts to survive on their own, they're not feral creatures tied to any specific habitat with responsible feeders. Instead, they're friendly, starving, and worst of all, vulnerable to cruelties at the hands of some heartless individuals.

It's not just a crisis for these cats, but also for our community. The American Society for the Prevention of Cruelty to Animals (ASPCA) estimates that there are about 1.6 million homeless cats in America, and these overpopulation incidents are not without burdens – ranging from health risks, property damages to strained public resources. Our district, The Bronx, is particularly affected.

With available funding and veterinary services, we can implement a comprehensive program to spay and neuter these street cats, reducing their overpopulation, and mitigating the suffering they endure. It's a solution that works: according to the Humane Society, spay/neuter programs have helped reduce the number of animals in U.S. shelters from 13.5 million in 1970 to 3.2 million in more recent years.
