Q.01: Do you support that all humans be soon considered, by default, free citizens with equal, basic and universal rights and duties of one single world polity provided with supreme organs of administration, arbitrage, justice, political representation, legislation and government, all of them democratically approved in–and regularly subjected to–imperative and transparent elections and renewals?

In politics, wanting to change the world is, sometimes, a lovely and noble endeavor. Wanting to change it without first obtaining the confidential and anonymous opinion of its inhabitants is always an ugly and ignoble indecency. Wanting to leave it as it is, after watching any newscast, is maybe even worse. If we want to change anything, first things come first: we must urgently find out, with statistical precision, what humanity thinks about many issues.

One of those issues, maybe the most basic and preliminary of all, as well as inescapable, is the political socioconfiguration in which humanity wants to live. The fact that a global opinion poll about such a crucial and decisive issue has never been carried out is clear indication of the still cavernous darkness which shrouds our geopolitics. Propositions, polls and temporary accords are always better than impositions, wars or permanent discords. From the ancient tribes to their sophisticated current avatars, nation-states, every human being has been born and will be born, behind the veil of ignorance, under a local and unelected political socioconfiguration in competition with other neighboring ones, irremediably rivals and almost always hostile. Our polity of birth will always be unelected, but need not be local and much less hostile. Rivalry is quite a different thing, but also peacefully treatable.

There are essentially three versions of the Rivalry Logic (RL): RLv.1, violent; RLv.2, purchasable; and RLv.3, civilized or sporting. RLv.1 always causes a heartbreaking scenario of absolute dominators and the absolutely oppressed. RLv.2 always leaves an unjustifiable scenario of an opulent minority and empoverished majorities. In RLv.1 and in RLv.2, cheating and abuse are permanent temptations, and very often at very low risk. Additionally, for RLv.1 and RLv.2, the environment, or the rest of living beings, hardly matter.

Conversely, RLv.3, which also has its champions, doesn’t leave a trail of victims, slaves or beggars, nor of environmental devastation. On which planet does the RLv.3 reign, you ask? On our own, look no further… during the Olympic Games (OG). During the OG a RLv.3 shines even stronger than the biggest olympic cauldron. In the OG, the most different and physically distant human beings gather peacefully to compete by the same rules, in conditions of full transparency and under the same consensuated referees. In the OG it is nearly impossible to cheat and defeats are readily accepted, ahead of time, as a result which is more than likely, but bearable. The OG are insurmountable proof that when all human beings are allowed to speak, and they are taken into account, they can forget their differences, voluntarily and peacefully accept some universal rules, and compete under an impartial and transparent arbitrage.

Why does this happen? Because in the OG, to begin with, everyone has a right to their opinion and their vote, and everything is agreed by all. Why don’t we try to apply the same logic of the OG to the only truly relevant political socioconfiguration that really matters: the world polity? But first things first: we must urgently find out, with statistical precision, what humanity thinks. Let’s begin by organizing the First Complete-Sample World Opinion Poll on the Convenience of a Transparent and Global Citizen Democracy (1CSWOP-C-TGCD). Global e-banking, social networks and other forms of instant communication via the Internet prove that, with strong determination, traceable but discretionarily confidential, anonymous, safe, cheap and mobile IT services can potentially reach everyone, everywhere, as necessary. The 1CSWOP-C-TGCD can be done as an e-poll for the most part. Given that in geopolitics the stakes are much higher than in some simple OG, everyone’s opinion is also a lot more important. Let’s put it this way: if every four years we can all go and pull together, we can all go and poll together.

P.01: ¿Apoya que todos los seres humanos sean pronto considerados, por defecto, ciudadanos libres, con iguales derechos y deberes básicos universales, de un único y común estado mundial dotado de órganos supremos de administración, arbitraje y justicia, representación política, legislación y gobierno, todos ellos aprobados democráticamente en –y sujetos regularmente a– elecciones y renovaciones imperativas y transparentes?

En política, querer cambiar el mundo es, a veces, un bello y noble empeño. Querer cambiarlo sin consultar antes la opinión confidencial y anónima  de sus habitantes es siempre una indecencia fea e innoble. Querer dejarlo como está, después de ver cualquier telediario, es algo quizá aún peor. Si queremos cambiar algo, lo primero es lo primero: urge saber, con precisión estadística, qué piensa la humanidad sobre muchas cuestiones.

Una de esas cuestiones, acaso la más básica y preliminar de todas, además de insoslayable, es la socioconfiguración política en la que la humanidad desea vivir. Que jamás se haya hecho un sondeo de opinión mundial sobre tema tan crucial y decisivo es claro indicio de la oscuridad, aún cavernaria, que envuelve nuestra geopolítica. Las proposiciones, los sondeos y los acuerdos provisionales son siempre mejores que las imposiciones, las guerras y los desacuerdos permanentes. Desde las antiguas tribus a sus sofisticados avatares actuales, los estados-nación, todo ser humano ha nacido y seguirá naciendo, tras el velo de la ignorancia, bajo una inelegida socioconfiguración política local en competencia con otras vecinas, irremediablemente rivales y casi siempre hostiles. Nuestra organización sociopolítica de nacimiento siempre será inelegida, pero no tiene por qué ser local, y mucho menos hostil. La rivalidad es cuestión bien diferente, pero también tratable de modo pacífico.

La Lógica de la Rivalidad (LR) conoce básicamente tres versiones, a saber: LRv.1, violenta; LRv.2, venal; y LRv.3, civilizada o deportiva. La LRv.1 arroja siempre un desgarrador escenario de dominadores absolutos y absolutos oprimidos. La LRv.2 arroja siempre un injustificable escenario de opulenta minoría y mayorías empobrecidas. En la LRv.1 y en la LRv.2 el engaño y el abuso son tentaciones permanentes, y muchas veces de muy bajo riesgo. Para LRv.1 o LRv.2, además, el medio ambiente o el resto de los seres vivos apenas cuentan.

Por contra, la LRv.3, aunque también tiene sus campeones, no deja una estela de víctimas, esclavos o mendigos, ni tampoco de devastación medioambiental. ¿Que en qué planeta rige la LRv.3? En el nuestro, sin ir más lejos, durante unos Juegos Olímpicos (JJ OO). En unos JJ OO la LRv.3 luce aún más que el más grande pebetero. En unos JJ OO los seres humanos más distintos y distantes se reúnen pacíficamente para competir según unas mismas reglas, en condiciones de plena transparencia y bajo unos mismos árbitros consensuados. En unos JJ OO es casi imposible hacer trampas y las derrotas se aceptan, de antemano, como resultado más que probable, pero llevadero. Unos JJ OO son prueba insuperable de que cuando a todos los seres humanos se les deja hablar y se les tiene en cuenta, pueden olvidar sus diferencias, aceptar voluntaria y pacíficamente unas reglas universales y competir bajo un arbitraje imparcial y transparente.

¿Por qué pasa esto? Porque en los JJ OO, para empezar, todos tienen derecho de opinión y voto, y todo se acuerda entre todos. ¿Por qué no intentamos aplicar la misma lógica de los JJ OO a la única socioconfiguración política que realmente importa: la mundial? Pero lo primero es lo primero: urge saber, con precisión estadística, qué piensa la humanidad. Empecemos por organizar el Primer Sondeo Mundial de Muestra Completa sobre la Conveniencia de una Democracia Mundial Ciudadana y Transparente (1SMMC-C-DMCT). El e-banking global, las redes sociales y otras formas de comunicación instantánea  por internet prueban que, con una firme determinación, unos servicios IT rastreables pero discrecionalmente confidenciales, anónimos, seguros, baratos y móviles pueden llegar a todos en todas partes, cuando es preciso. El 1SMMC-C-DMCT puede hacerse mayormente como un sondeo vía electrónica. Como en geopolítica nos jugamos mucho más que en unos simples JJ OO, la opinión de todos cuenta también mucho más. Digámoslo así: if every four years we can all go and pull together, we can all go and poll together [si cada cuatro años podemos “arrimar el hombro” para jugar, también podemos “arrimarnos, codo con codo”, para opinar].
