TO: Scranton School District School Board, District Administration and Principals, Scranton Federation of Teachers, State Representative Marty Flynn, State Senator John P. Blake, U.S. Representative Matt Cartwright

PETITION TO: Protect, expand, and support equity and access to the visual, performing, and library arts for all students, in all schools, across the Scranton School District;

WHEREAS, the arts and the skills they develop have proven to be essential in the conduct of communication, literacy and employment in the 21’st century;

WHEREAS, the arts and the skills they develop promote human development, creativity, discourse, and expression, at the most profound levels;

WHEREAS, the arts have proven themselves to be an economic force and driver of prosperity;

WHEREAS, arts education is proven to benefit all students at all levels in the areas of academic achievement, school attendance, graduation rates, and college matriculation;

WHEREAS, the presence of arts education in schools has been shown to increase SAT and PSSA scores;

WHEREAS, additional federal funding will be available to school districts who support arts education under the newly passed ESSA;

WHEREAS, lack of understanding about the many benefits of arts education including music, visual arts, dance, theatre, and library arts, can sometimes lead to deleterious restructurings or reductions of programs;

BE IT RESOLVED, that we, the undersigned, respectfully petition those named above to protect, expand, and support equity and access to the visual, performing, and library arts, including music, visual arts, dance, theatre, and library, for all students, in all schools, across the Scranton School District. We ask that all of these programs be funded at adequate levels to support instruction, facilities, training, curriculum, and materials so that all students can achieve to their fullest potential.
