If English votes for English laws (EVEL) is to be "fair and balanced", as David Cameron claims, then surely the arrangement has to be reciprocal. If English laws are to be decided solely by MPs with constituencies in England, then Scottish laws must be the exclusive province of MPs elected by the people of Scotland. But the British establishment absolutely rejects such obvious fairness. What is being proposed is that Scottish MPs should be excluded from deliberation and voting on matters that are labelled "English". even though they may have significant implications for Scotland, while English MPs retain the power to formulate and vote on laws which only affect Scotland. This is almost the definition of a two-tier system. To assert that it does not relegate Scottish MPs is to deny reality. There is a simple solution. Holyrood must have the full powers of a national parliament. Powers equivalent to those vested in Westminster. English votes for English laws can only be "fair and balanced" if this is matched by Scottish votes for Scottish laws. Cameron is making a powerful argument for Scotland's independence while insisting that the union must be preserved. We were promised that Scotland would have a powerful voice in the UK Parliament. The dishonesty of that promise now lies exposed.
