Pass Legislation to Protect Dogs From Being Locked in Hot Cars

Virginia currently has no laws to protect dogs against being locked in their owner's cars. Even if it's "not that hot", the temperature inside a car, even with the window slightly cracked rises very quickly. On a 70 degree day, the car can heat to to 89 in just ten minutes, and 104 in thirty. At this time, unless Animal Control or the police see it taking place, there is nothing to hold the owner accountable. The goal of this petition is to make it illegal to leave an animal in locked car. I would also like to grant witnesses the ability to not only report, but provide proof of the crime so that the offending owners can be held responsible. Too many times have I called Animal Control or the police just to have the owner be gone by the time they get here. Something needs to be done to protect these animals from potentially deadly situations.
