The Issue

"Robert Putman owned this horse. Animal cruelty had been called several times over the last 2 years. 2 foals have died and left to rot in the field. Today 911 was called, a trooper responded. He didn't see the horse until a neighbor took him to it. At this time the owner was dispersing several other horses to other pastures. 2 or 3 are pregnant. The trooper wasn't sure about horses or what his priority would be. His decision was to wait until the owner SHOT the horse before he would leave."

Per Article 26 of the NYS Agriculture and Markets Law relating to Cruelty of Animals:

2. "Torture" or "cruelty" includes every act, omission, or neglect, whereby unjustifiable physical pain, suffering or death is caused or permitted.

§ 353. Overdriving, torturing and injuring animals; failure to provide proper sustenance. A person who overdrives, overloads, tortures or cruelly beats or unjustifiably injures, maims, mutilates or kills any animal, whether wild or tame, and whether belonging to himself or to another, or deprives any animal of necessary sustenance, food or drink, or neglects or refuses to furnish it such sustenance or drink, or causes, procures or permits any animal to be overdriven, overloaded, tortured, cruelly beaten, or unjustifiably injured, maimed, mutilated or killed, or to be deprived of necessary food or drink, or who wilfully sets on foot, instigates, engages in, or in any way furthers any act of cruelty to any animal, or any act tending to produce such cruelty, is guilty of a class A misdemeanor and for purposes of paragraph (b) of subdivision one of section 160.10 of the criminal procedure law, shall be treated as a misdemeanor defined in the penal law.

We are concerned that these horses are neglected. We are aware that several attempts have been made over the last two years to bring attention to this particular situation.

We demand that the proper authorities further investigate the animal cruelty and neglect happening at 7000 Old State Road in Addison, NY and file charges as needed. We also ask that steps are taken to remove the rest of the horses and any other animal from another potentially dangerous situation.

We want to know why, amidst numerous previous complaints by concerned citizens over the past two years, that this particular horse was allowed to suffer as evidenced by the image posted above just to die at the hands of his/her owner by gunshot on April 11, 2015.
