मैं 11 वर्ष से गुजरात राज्यके बलसार जिले के धरमपुर तहसीलके  आदिवासी क्षेत्रों में काम कर रहा हूं, मैंने गरीबों, वन क्षेत्रों और शहरकी झुग्गी बस्तियों में रहने वाले लोगों के साथ काम किया है

      मैंने बहोत बार देखा है की आदिवासी क्षेत्रों के लोगों और दलित समुदाय के लोगों को मौसमी रोजगार के लिए पासके शहरोंमें (वापी, वलसाड, धरमपुर, नासिक (महाराष्ट्र) जाते हे. उन्हें काम के दौरान अमानवीय हालत का सामना करना पड़ता हे और कई प्रकारके अत्याचार (शारीरिक, मानसिक, यौन, आदि)के भोग बन जाते हे । मैंने कई बार देखता हूँ कि सरकारी अधिकारी,  ठेकेदारों,  दुकानदार आदि शहर के क्षेत्रों में रोज़गार मजदूरों के साथ दुर्व्यवहार होता हे.  जो मुख्य रूप से अनुसूचित जाति / अनुसूचित जनजाति समुदायसे आतें हैं।

अनुसूचित जाति और अनुसूचित जनजाति (अत्याचार निवारण) अधिनियम, 1989 अपराधियों के खिलाफ सभी अनुसूचित जाति / अनुसूचित जनजाति समुदाय को ढाल के रूपमें दिया गया है। यह भारतीय इतिहास में महत्वपूर्ण कानून है,  जो कि सामाजिक और आर्थिक रूप से पिछड़े वर्ग की रक्षा कर रहे हैं,  जिसने शताब्दियों से अत्याचार का सामना किया है।

भारतकी सर्वोच्च न्यायालयकाने  20 मार्च 2018को अनुसूचित जाति / अनुसूचित जनजाति (अत्याचार निवारण) अधिनियम, 1989 के बदलावके आदेश दिए जिसके तहत दिए गये फेसले से भारत के संविधानका उद्देश्य कमजोर होगा,  जो सामाजिक, आर्थिक समानता के लिए प्रयास करता है।

मेरा विनम्र अनुरोध प्रधान मंत्री, भारत की सर्वोच्च न्यायालय, जनजातीय मामलों के मंत्रालय और सामाजिक न्याय और सशक्तिकरण मंत्रालय के लिए है ताकि इस मामले की जांच करें और अनुसूचित जाति / अनुसूचित जनजाति समुदाय को सहायता करें। क्योंकि अनुसूचित जाति / अनुसूचित जनजाति समुदाय के करोड़ों लोगों को अभी भी इस अधिनियम के बारे में पता हिं नहीं है. और इस अधिनियम के बदलाव के आदेश आ चुके है.

I am working  in tribal areas  of  Dharampur, District -Valsad , State -Gujarat since 11 years .   I have seen and worked with poor and people living in forest areas and city slums  .

I have seen people of tribal areas and people of  Dalit community have been migrating to near by cities (Vapi,Valsad , Dharampur ,Nashik(maharshtra)) for seasonal employment . They have been facing  inhuman condition during their working and are facing multiple form atrocities (physical, mental , sexual,etc  ). I have seen many times government officials , contractors ,shopkeepers  etc  have been misbehaving with daily wage workers in city areas  , which mainly consist of people of SC/ST  community .

Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Act, 1989 has been shield to all SC/ST  Community against  offenders  .It has been important law  in Indian history   protecting people who are socially and economically backward  which has faced atrocities since centuries . 

Recent  ruling of Supreme court of India  on 20 March 2018  on SC /ST (Prevention of Atrocities) Act, 1989 will weaken the  aim of Constitution of India , which strives for Social , economic  equality .

My humble request is for the Prime Minister , ,Supreme court of India,The Ministry of Tribal Affairs and Ministry of Social Justice and Empowerment to look into this matter and help  SC/ST community . Because the crores of people  of  SC/ST Community still donot know about this act itself and changes in the act have been already made.
