Say No to the Sports Complex on Campbell Blvd

The Issue

Please join the Preserve at Windlass Run HOA Board’s disapproval of the proposed Sports Complex on Campbell Blvd next to Phase II. The Preserve at Windlass Run HOA board members have come to the conclusion that the proposed Sports Complex will bring many negative issues, while only providing a few benefits to our community. We as a community include 409 homes and pay over $2 million in property taxes each year. Let us band together so that our voices are heard by the politicians and developers that are trying to develop this large complex.
 
We understand that the sports complex will provide a place for members of our community to exercise and enjoy the outdoors. However, we believe that the size of the complex is not fit for the proposed location on Campbell Blvd. If the complex was located on Route 43, which does not include neighborhood sidewalks where children and families walk and run each day, we would support the development. We encourage the developer and politicians to pursue their original idea of having this complex located on Route 43.
 
Here is a list of negative issues that our neighborhood has identified will have to deal with as a result of the complex:
 
Increased Traffic – The proposed complex includes 1,000 parking spaces and has an estimated impact of approximately 400 vehicles per hour, which will be routed to exit on Campbell Blvd in the direction of Route 43. Our neighborhood has already had several vehicular accidents on Campbell Blvd in front of the homes on Phase II. This included a vehicle crashing into parked vehicles on the side of the road as well as an instance of a vehicle losing control, mounting the curb, and running through the sidewalk and  front yards of homes on Campbell Blvd. These same sidewalks are used every evening by families who are looking to go on a relaxing walk. With increased traffic, the opportunity for situations like this to occur in the future increases. The increased traffic could also lead to backups at the exits to our communities as well as at the traffic signal that will be located at the intersection of Campbell Blvd and Route 43.
 
Sports Complex PA Systems – The outdoor fields will include PA systems, especially the field that is designated for “Friday Night Lights” games. These games have the potential to run late into the night and as many of you have experienced, a typical PA system at sports complexes can emit high levels of noise. This will disrupt the peacefulness of the neighborhood in the evenings and weekends.
 
Potential Bus Route – During the meeting in March, and before seeing the crowd reaction, the developer mentioned that the complex will attract programs from Baltimore City. This was never mentioned again after the initial reaction from the audience. In order to travel to the sports complex, some individuals will need to utilize this service. Our community absolutely DOES NOT support a bus route that travels through Campbell Blvd.
 
Potential Alcohol Sales – The on-site restaurant has the potential to serve alcohol. Since this location is expected to invite individuals from outside our community, this opens up the potential for individuals to drive under the influence, which could prove dangerous for our communities as people are leaving the venue.
 
Campbell Blvd Parking – The complex includes 1,000 parking spots. However, we as a community anticipate individuals parking on the side of Campbell Blvd so that they can beat traffic out of the complex. This will affect our neighborhood residents who currently park in front of their homes on Campbell Blvd.
 
Trash/Litter – With large complexes like this and increased traffic, there is the potential for an increase in litter problems. Many members in our community already actively pick up litter when they go for walks throughout the day. The increased traffic will undoubtedly lead to an increase in litter in our community
 
Our community is ready to work with the politicians and developers to come to a conclusion that will benefit all parties. The residents of the Preserve at Windlass Run have come together to come up with a solution that we believe will benefit the community greatly. Our community understands that many residents in the area are entering their golden years and are looking to downsize from their larger homes. We propose and support a Senior Living Community instead of the Sports Complex. Not only would this provide our area with something that we are lacking, but it would also provide opportunities for middle and high school students to gain valuable community service hours in addition to the skilled employment opportunities that a facility like this would provide.
 
Please show your support for our cause to protect our home investments, as well as our families, and community by adding your name to the list of signatures that do not approve the sports complex.
