Say NO to the Proposed Sandpiper Battery Energy Storage Facility Behind Talega

A Site Plan Permit application was recently filed with the City of San Clemente proposing to build a large 200-megawatt BESS (Battery Energy Storage System or sometimes called battery farm) on a 14.9-acre vacant lot at the end of Avenida Pico (behind the Pinnacle Apartments), currently deeded to the Transportation Corridor Agencies (TCA).

There have been several recent BESS fire incidents, including in California at the PG&E Moss Landing facility and most recently (Sept. 18) a second fire at the TerraGen facility in Valley Center, CA —26 miles east of Carlsbad. Considering that a large part of Talega is already designated as a Cal Fire ‘red’ Fire Hazard Severity Zone (FHSZ), building a BESS will only increase the potential fire risk. We already had major incidents in that area in 2017 and 2019.

This will likely make it harder for Talega home and business owners to get or renew fire insurance.
