The Issue

Douglas County, a community that thrives on its connectivity and access, is facing a significant challenge with recent and proposed roadway projects along Lee Rd and Interstate 20. These projects, rather than enhancing the area's infrastructure, have constrained the movement of local residents, limited their access to essential services, and reclassified roads in ways that do not benefit our community.

The projects undertaken have resulted in a reduction in mobility for residents, forcing them to navigate longer and more congested routes. This not only inconveniences daily commuters but also has a profound impact on emergency services and local businesses that depend on efficient transportation networks. The reclassification of road functionalities has further restricted local access, affecting the quality of life and economic opportunities available to Douglas County residents.

Several issues have been observed. Some projects have reclassified functional road use without comprehensive community consultations, leading to roads being used in ways that do not align with residents' needs. Furthermore, the limited mobility has forced many to seek alternative routes and services, less efficient routes, sometimes at additional cost or time. These changes neglect the modern-day demands of connectivity and access that Douglas County deserves.

The solution is clear: we need a thoughtful review and redesign of these projects to prioritize the community's needs. The Douglas County Board of Commissioners should re-evaluate these projects, engage in transparent dialogue with local residents and stakeholders, and make amendments where necessary to ensure that the roadways serve the true needs of our community. By doing so, we can restore the quality infrastructure necessary for the safety, convenience, and economic growth of Douglas County.

Therefore, this Petition is developed for the proper development and alterations to the structural network of roadways serving Douglas County.

Recent projects (some proposed and some delivered) have limited mobility, limited access and reclassified functionality use that does not best serve the local community.

Therefore, Douglas County Residents Petition the Douglas County Board of Commissioners to:

  1. Stop all activities associated with any plan to construct the new facility that is will connect the Minor Arterial Lee Road with the Local Road Bomar Road or what is locally referred as the “southern arc”, “east-west connector”, or “South Douglas Loop” 
  2. Revoke all plans, agreements and contracts with the Douglas County DOT associated with the “southern arc”, “east-west connector”, or “South Douglas Loop” or any other project that is associated with making a direct connection of Bomar Road to Interstate-20 via Lee Rd and converting Bomar Road from a Local Road to a Minor Arterial or making a linear connection with the Minor Arterial facility Lee Road.
  3. Revoke all plans for a roundabout at the Pope Rd and Bomar Rd intersection; it's its place install a signal controlled intersection if it is found to consume less private Right Of Way acquisition / permanent easement consumption or is fou d to afford a greater volume throughput
  4. Immediately plan for long-range permanent streetscape and cross sections for the Bomar Rd and Pope Road corridors to be no more than two lanes and include sidewalks and landscaping.
  5. Immediately plan to smooth and straighten and level Bomar Road and Pope Road so as to improve safety, comfort and drainage.
  6. Immediately plan and budget for milling and paving Bomar Road and Pope Road in proper sequence with the execution of streetscape and surfacing improvements (4 & 5).
  7. Adopt language that Douglas County DOT will Not Place Permanent Roadway Facilities on Easements without making proper and adequate transfer of property with reasonable consideration.
