I am writing from Building A Better Boyertown, an accredited Main Street America program. Our organization’s mission is to keep Boyertown a special place by preserving its historical heritage, maintaining its link to the past and cultivating a vibrant present and prosperous future by providing the opportunities for business, industry, and the arts while enhancing the quality of life today and for future generations. Because of this mission, we are strongly invested in the future of Boyertown and its environs. We are committed to protecting the economic interest and quality-of-life of this region for the people who live here and for the people who come here to work, visit, and play, both for today and for the future.
Our organization is concerned with the impact the proposed expansion of the Delaware County Landfill in Earl Township will have on the quality of life and economic health of Boyertown. We are not oblivious that society must find space to dispose of waste. We believe that everyone must share in the burden of finding solutions for dealing with waste because everyone is responsible for producing waste. We, therefore, do not oppose the expansion of the landfill per se. However, we strongly believe that when the burdens of waste disposal fall disproportionally on a population, it is incumbent on those who benefit from that waste disposal to compensate those so burdened, or at the very least, take significant measures to mitigate the burdens they bear.
The Delaware County Solid Waste facility has operated for nearly 30 years, requiring dozens of ash-bearing trucks per day to navigate their way through the community of Boyertown. These trucks cause traffic congestion, noise, and pollution. Each day, landfill-bound trucks occupy the roads to and through Boyertown, traversing historic neighborhoods whose houses front closely with the road, and grinding loudly up the main street toward the landfill. This has adversely affected the quality of life for residents and the downtown business climate in Boyertown for too long. As you may know, Boyertown has and continues to make significant investments in its future as a tourism destination. Boyertown’s economy into the future will be increasingly based on tourism. Truck traffic to the landfill is antithetical to this future.
BBB wishes to encourage DCSWA to collaborate with the Colebrookdale Railroad as the Railroad is willing and capable to haul this traffic and to assist in planning and developing the infrastructure required to transload the ash. This will remove trucks from the highways into, around, and through Boyertown’s downtown, protecting the residential quality of life and downtown business climate and mitigating the impact of the ash movement on the budding tourism economy. Additionally, this transload operation will create jobs in Boyertown.
We ask and strongly encourage that the expansion of the landfill be conditioned on the use of rail to ship ash. Thank you for your consideration and attention to this matter.
