Saving Toba’s Seals

The Issue

I have recently come across posts about the Toba Aquarium in Toba City, Japan.

The aquarium houses multiple seals including sea lions and even famous Niko the Seal.

I am particularly concerned that some seal enclosures appear too small to adequately support the animals’ needs. Seals are active marine mammals that naturally travel long distances, dive, swim, and engage in complex behaviors. Limited space may restrict these natural activities and could negatively impact their welfare.

Niko is a very famous seal, and many people go to Toba Aquarium to see him, but only some notice and/or speak up about the aquarium’s conditions for the seals. Photos below.

This seal pup is kept in this tiny pool all alone. According to the person that made the original post, it’s about two bathtubs big. Horrible.

These two sea lions are kept together in this tiny little pool where they only really have room to spin at most. Again, horrible.

These are the other two spots, the second one being where Niko is housed.

We respectfully urge Toba Aquarium to:

Conduct an independent review of the seals’ housing conditions and welfare.

Expand or redesign enclosures to provide significantly more swimming and enrichment space.

Increase environmental enrichment opportunities that encourage natural behaviors.

Publicly share information about welfare standards, enclosure design, and any planned improvements.

I recognize the important role aquariums can play in education, research, and conservation. Our goal is not to criticize those who care for these animals, but to encourage continued improvement and the highest possible welfare standards for the seals at Toba Aquarium.

By signing this petition, we ask Toba Aquarium to carefully consider these concerns and take meaningful steps to ensure that all seals in its care have living conditions that meet their behavioral and physical needs.

Thank you for caring for Niko and every other seal in this aquarium. They need your love and attention.
