In 2018, Irvine became a leader in Orange County when a bipartisan effort unanimously passed Ordinance 18-10, otherwise known as the Irvine Sunshine Ordinance. This effort extended the minimum requirement for publishing an agenda ahead of a City Council meeting from the 3 days required by state law to 12 days, and for special agenda items from 1 day to 5 days.  A critical step forward in advancing civic transparency, the ordinance paved the way for Irvine residents to get more involved in government, allowing them adequate time to review proposed policies and making it harder to hide controversial issues from public view. 

On October 26, 2021, Councilmembers Mike Carroll (R) and Tammy Kim (D) moved to dismantle these enhancements, claiming advance notice of council meeting agendas is inconvenient. Mayor Farrah Khan (D) and Councilman Anthony Kuo (R) joined them in the preliminary vote to rescind the transparency policy, which passed 4-1. Furthermore, the final vote to repeal the ordinance -- which will take place on November 9, 2021 -- was added to the Consent Calendar, which would have the effect of expediting the vote without any debate, and with public comments lumped together with all other items on the Consent Calendar.  In other words, this controversial change is in danger of being rammed through the legislative process, buried among typical housekeeping items. 

Why is this critically important issue being rushed through without public debate? 

Tell the Irvine City Council to keep the Sunshine Ordinance in place and protect our democracy! Say NO to rescinding the Sunshine Ordinance!
