
The Northumberland Strait Sportfishing Association is pleased to announce that Northern Pulp will no longer pursue plans to discharge 45 million liters of treated pulp effluent daily into Pictou Harbour or anywhere else in the Northumberland Strait. This decision is part of the Settlement Agreement reached between the company and the provincial government, announced on May 23, 2024.

With the support of a wide range of experts—including marine biologists, geologists, chemists, engineers, and fishermen, both commercial and recreational—as well as concerned citizens and organizations representing diverse sectors throughout the Maritimes, we demonstrated the flaws in Northern Pulp’s plans.
Two rounds of environmental assessments drew responses from thousands of people. Many highlighted errors, misinformation, or critical gaps in Northern Pulp’s documentation. Others detailed the negative impacts the proposal could have on their livelihoods or quality of life.
Twice, the Minister of the Environment ruled that Northern Pulp had not proven that their proposal would not have significant environmental effects that could not be mitigated. Twice, the company was required to provide additional information. That final required report never came, and Northern Pulp never revealed the composition of the effluent they planned to release into the Strait.
Since Northern Pulp’s closure, Pictou County has seen positive changes. There are important lessons to be learned to ensure history does not repeat itself. Nova Scotia needs effective environmental laws, regulations, and enforcement to prevent problems and ensure timely resolution when issues arise. Penalties must be a real deterrent, not an easily absorbed "cost of doing business." A critical lesson is that indemnity agreements and broad commitments of support can result in costly, unexpected long-term consequences for local communities and the province as a whole.
