Dear Mr. Mayor,
-The greatest stain on your city is the easiest to erase: STOP the KILLING of healthy and treatable animals at Chicago Animal Care and Control (CACC) and RESTORE TRANSPARENCY to this City Agency.
-Replace the present Acting Executive Director, Sue Cappello, who has NO GOALS and NO PLAN for these animals under her care, except to kill one out of every three animals and uses the majority of the $7.5 million dollars allocated to the Agency to pay six digit salaries to top management and five figure salaries to staff that adds enough overtime to their schedules to raise their salaries to six digits. This has been noted and published by the Better Government Association.
Under her tenure,CACC killed over 3,000 animals in 2023, even though their intake numbers were lower than in pre-pandemic years. In 2024, even with a higher intake, more help from Rescues and a slightly higher adoption number, they continue to kill one out of three dogs that go into the facility.
-We ask that you hire a compassionate, hard working leader who will implement the 11 programs of the “No Kill Equation,” a progressive system of sheltering that is being successfully applied in hundreds of animal shelters across the United States.
- Companion Animals, cherished by the people of Chicago, have NO VOICE. CACC is supposed to be the City Agency that protects them temporarily and finds them permanent loving, responsible and committed homes. It is also the Agency whose mission it is to educate the Community on companion animal care. It is the City Agency that should provide medical care, food and help to members of the community who surrender their animals for these reasons and don’t know where else to go. Families go to CACC for help and instead are given ONE OPTION: surrender your pet to be killed.
The dogs are caged 24/7 and get out for 15 minutes twice a week to go outside. Only a chosen few are selected for enrichment activities. They live in unsanitary conditions and are forced to lie in their own urine and feces.
Highly contagious Upper Respiratory Disease runs rampant and sick dogs are not quarantined from the healthy ones. Cat diseases are not controlled either.
-Susan Cappello’s only attempt to get more animals adopted this entire year has been to waive the adoption fee of $65 for each dog. This is income they forfeit and does not attribute value to the dogs, when there are many other ways to showcase the dogs and still bring income to their Agency.
-Another way in which they lose revenue is by killing. It costs $106 dollars per dog to impound them and kill them. If they weren’t killing, these costs would be avoided.
-Chicago will be the largest city in the U. S. to adopt The 11 programs of the “No Kill Equation,” and save countless precious, innocent lives. Only you and your City Council can save these precious lives, keep families together and find loving, responsible homes for the animals who have nobody else.
