ACCT has many issues. They have skirted around these issues for years . Part of the problem is the ACCT  Board . The ACCT  Board must be wiped clean and reinstated with members not holding positions in other government offices . These new members must also have knowledge of animals , how shelters work and have a personal interest in saving these animals . The current ACCT  board has failed to produce records and meeting minutes and even shut the public out.  ACCT is publicly funded and contracted with the city of Philadelphia.  These are basic rights.  The city controllers office made several reccomendtions in 2019 , none of which have been shown to be addressed. Furthermore the director and behavior team are not qualified to assess  these dogs and are euthanizing dogs without proper qualifications.  They decide on a whim who will live and die.  They fail to answer any communications with adopters who  are begging to save dogs on the TIMESTAMPED list.  And then kill them.  They have had no repercussions regaurding Saint,  Luna,  Spike or Dore. Four dogs this past week including Gorilla Glue where  killed with potential adopters begging,  emailing and calling.  Zero response from ACCT on these pleas and communications.  These are just a few dogs they handled with lack of care and following proper procedure.  Dogs are dieing at the hands of the new executive director Sarah Barnett.  She has lied publicly too many times to count and was on staff when Saint was murdered,  she recently got a promotion!  Her qualifications include Social Media Pet Manager and Crisis Communication.  Neither of these qualify her to make a call on a dogs life.  Per Linkedin two of the behavior managers are unqualified as well.  One has a former job listed as Corrections Officer in  Arkansas and that's all and the other leader  has been in pet care for a few years but only has had a four month training program for behavior and does not meet the qualifications set forth by Acct for the job.  How is this happening?  
They are covering up to many things and it must end.  

I am asking that the  ACCT board be wiped clean. A new ACCT board must be put in place.  Those members cannot sit in any city office position.  The new members must have a provable interst in the welfare of the animals.  

Sarah Barnett and anyone else on staff not qualified must  be replaced with qualified candidates chosen by the new ACCT  board.  All reports of neglect and any information brought forth on the current team must be reviewed and charges must be filed upon review if warrented.  

Full transparency all around.  Financials,  dog reports,  board meetings and minutes , all staff certifications and qualifications. All paperwork must be reviewed monthly and discrepancies looked into and repercussion handed down for failure to comply.  

Technically the city of Philadelphia employs ACCT  and they must set guidelines.  

ACCT must produce policies and guidelines for the organization and the policies and guidelines cannot be changed without agreence from the city.
