The photo above shows the Manette Bridge in Bremerton designed by WSDOT. We believe this may represent a faster better approach. This bridge used marine based construction to bring in large parts precast off site in controlled conditions.

We have well over 10,000 views, hopefully some of those people will take a second look and reconsider signing.

We have sent a clear message that the people signing this petition want an objective review of marine construction which may offer lower impact, lower cost and faster construction. We would like to amplify the following points set forth in our petition and subsequent posts.

The current language in the WSDOT Request for Qualifications (RFQ) language practically precludes consideration of marine based construction. On page 5, approximately line 31 it states that WSDOT will consider proposals for which it already has permits. WSDOT has chosen to not apply for permits to allow dredging that would facilitate marine based construction so this type of construction is practically excluded from consideration. We are asking for a change in language in the bid documents that will allow marine contractors a fair shot at the work.

It is clear that WSDOT has decided not to dredge to allow marine based construction but the rationale for this decision has not been presented for comment to the public in objective cost, engineering and environmental terms. We are asking for this documentation.

The environmental procedures followed by WSDOT may have avoided some public review and comment on the work bridge aspect of the project. The Draft EIS for SR 520 appears to be based on the assumption that construction would use marine based equipment (the DEIS did not include the use of work bridges). After the public comment period, the work bridges were included in the Final EIS. This procedure avoided DEIS period public comment on the work bridge proposal. (Work bridges are mentioned in the supplemental EIS.) We have not found clear cost, environmental and engineering information documenting the rationale for the shift in decision by WSDOT from not using work bridges (DEIS) to using work bridges (FEIS). We are asking for documentation of the facts behind the decision to use work bridges .

The savings projected by the work group come from several sources, including avoiding the cost of building and removing work bridges, allowing the transport of larger precast sections and allowing equal pier spacing. We are asking for consideration of these potential cost savings.

The August 28 test pile damaged a home’s foundation located about 150 feet from the test pile. WSDOT is including vibration limits higher than produced in the test pile in the Request for Proposal. We are asking for protection of homes not compliance with arbitrary "industry" standards.
