Primary Developer - not required to allocate space for schools.

How does the initial and primary developer of Ripley Valley, Sekisui House Australia, have plans approved for over 12,000 dwellings and have zero requirements for any schools?
As per Guideline 11 for State Facilities, Primary Schools are planned at 1:3000 dwellings, Sekisui should have 4 planned primary schools within their development, not transfer this responsibility onto other people’s privately owned land.
The Practice note no. 09 - Context Plans clearly states the context plan is to indicate land use for schools, the Sekisui House Developments context plan clearly does not. I can only assume that there has been a fundamental lack of planning for essential services by the government and the developer.
As private property owners for over 130 years we reject the proposal of resumption of our land as a consequence of apparent disingenuous Ipswich City Council representations and flawed planning.
