It appears the city council's last minute recommendation to increase building heights in and around shopping areas, over and above what it notified, is a response to submissions from big-hitters like Kainga Ora who would like unrestricted intensification.
Adjustments to provide proportional intensification around different-sized shopping centres could have been achieved by reducing heights around some centres, not increasing them.
We, and generations to come, will be dead and buried by the time this amount of housing is ever needed in Christchurch.  
Intensify by all means, but we must not give developers freedom to build whatever and wherever they like.
