Save Pattinapakkam! Protect Fisherfolk's Land Rights — Stop the New Secretariat Project
The Issue
To: The Chief Minister and the Government of Tamil Nadu
We urge the Government of Tamil Nadu to withdraw its proposal to construct a new Secretariat-cum-Legislative Assembly complex at Pattinapakkam, Chennai.
Pattinapakkam is not vacant government land. It is part of Chennai's traditional coastal fishing landscape, home to fishing communities whose lives and livelihoods are closely connected to the sea. The proposed project threatens to disrupt these communities, their access to the coast and their traditional fishing activities.
Protect the rights and livelihoods of fishing communities.
The proposed complex, spread across approximately 25.55 acres, raises serious concerns for the fishing communities of Pattinapakkam, Mullimanagar, Mullikuppam, Srinivaspuram and neighbouring settlements. Access to the sea, boat-landing spaces, fishing equipment, fish-drying areas and markets are essential to their everyday lives. A large government complex and its associated security arrangements and infrastructure could restrict these activities.
The land was identified for fishing community rehabilitation.
Historical records of the Madras City Improvement Trust from 1956–57 document proposals to rehabilitate fishing families in Mullikuppam and adjoining settlements. The records identify approximately 260 families and provide for housing, roads, drainage, water supply and other basic amenities.
Government Order No. 3313 dated October 10, 1957, is among the documents relating to this rehabilitation initiative. The land identified for the housing and rehabilitation of fishing communities must not be diverted without addressing their long-pending claims and rights.
Protect the coastline and comply with CRZ regulations.
Pattinapakkam is part of Chennai's regulated coastal zone. The Coastal Regulation Zone (CRZ) Notification, 2019, provides for the recognition and mapping of traditional fishing villages, their community facilities and fishing infrastructure in Coastal Zone Management Plans (CZMP). Annexure IV also provides for long-term housing plans for coastal fishing communities.
The proposed construction raises questions about the site's coastal classification, environmental impact and compliance with applicable CRZ provisions. Chennai's coastline is already vulnerable to erosion, flooding and the effects of climate change. The Adyar River estuary, located in the Pattinapakkam area, serves as a critical outlet through which rainwater and floodwaters drain into the sea. The government must make all relevant coastal-zone maps, environmental assessments and statutory permissions public before proceeding.
The Mullimanagar Meenava Panchayat Sabha has demanded that Mullimanagar and Mullikuppam be recognised as traditional fishing villages and that Town Survey Nos. 4592 and 4593 be included in the CZMP as a Long-term Housing Plan Area.
Do not worsen Chennai's traffic and public safety problems.
With more than fifteen schools operating along Santhome High Road, the Pattinapakkam Foreshore Estate area already faces severe traffic congestion due to the narrow road. A large Secretariat and Assembly complex would bring additional movement of officials, government vehicles, visitors and security personnel, placing further pressure on the surrounding roads and neighbourhoods.
Public land must serve public needs.
The government must honour its historical commitments to fishing communities and prioritise their housing and rehabilitation needs. Alternative government-owned sites, including Guindy Race Course and Nandanam Golf Course, must be examined for the proposed administrative complex.
Our demands
We call upon the Government of Tamil Nadu to:
1. Withdraw the proposal to construct the new Secretariat-cum-Legislative Assembly complex at Pattinapakkam.
2. Protect the homes, traditional fishing rights and livelihoods of the ten fishing hamlets in the area.
3. Recognise Mullimanagar and Mullikuppam as traditional coastal fishing villages under the CRZ Notification, 2019, and include them in the Coastal Zone Management Plan.
4. Include Town Survey Nos. 4592 and 4593 in the CZMP as a Long-term Housing Plan Area for fishing communities.
5. Fulfil the long-pending housing and rehabilitation commitments to fishing families, including the provision of proper houses, basic amenities and land pattas.
6. Protect the coastal environment and make public all relevant CRZ classifications, environmental assessments, project documents and statutory permissions.
7. Examine alternative government-owned sites, including Guindy Race Course and Nandanam Golf Course, for the proposed Secretariat.
8. Consult fishing communities and their representative organisations before taking any decision concerning the future use of these lands.
The government must honour its previous promises and commitments. Land identified for the rehabilitation and welfare of fishing communities must not be diverted for other construction projects without first fulfilling their rights and addressing their demands.
A Secretariat is an administrative building. Pattinapakkam is home to fishing communities whose lives, livelihoods and history are inseparable from the coastline. Their rights and housing needs must not be sacrificed for a construction project.

சுமார் 25.55 ஏக்கர் பரப்பளவில் அமையவுள்ள இந்தப் புதிய தலைமைச் செயலக வளாகம், பட்டினப்பாக்கம், முல்லிமாநகர், முல்லிக்குப்பம், சீனிவாசபுரம் மற்றும் சுற்றியுள்ள மீனவக் குடியிருப்புகளில் வாழும் மக்களிடையே பல்வேறு கவலைகளை எழுப்பியுள்ளது.
கடலுக்குச் செல்வதற்கான வழிகள், படகுகள் நிறுத்துமிடங்கள், மீன்பிடி உபகரணங்களை வைக்கும் இடங்கள், மீன் உலர்த்தும் இடங்கள், மீன் விற்பனைச் சந்தைகள் ஆகியவை மீனவர்களின் அன்றாட வாழ்க்கைக்கு இன்றியமையாதவை. இத்தகைய பெரிய அரசு வளாகம் அமைக்கப்படுவதால் ஏற்படும் பாதுகாப்பு ஏற்பாடுகளும், கூடுதல் கட்டமைப்புகளும் மீனவர்களின் இந்தப் பாரம்பரிய நடவடிக்கைகளுக்குத் தடையாக அமையக்கூடும்.
**மீனவ மக்களின் மறுவாழ்வுக்காக ஒதுக்கப்பட்ட நிலம்**
1956–57ஆம் ஆண்டுகளில் சென்னை நகர மேம்பாட்டு அறக்கட்டளை (Madras City Improvement Trust) மேற்கொண்ட நடவடிக்கைகள் தொடர்பான வரலாற்று ஆவணங்களில், முல்லிக்குப்பம் மற்றும் அதை ஒட்டிய பகுதிகளில் வாழ்ந்த மீனவக் குடும்பங்களுக்கு மறுவாழ்வு அளிப்பதற்கான திட்டங்கள் இடம்பெற்றுள்ளன.

கடலுக்குச் செல்வதற்கான வழிகள், படகுகள் நிறுத்துமிடங்கள், மீன்பிடி உபகரணங்களை வைக்கும் இடங்கள், மீன் உலர்த்தும் இடங்கள், மீன் விற்பனைச் சந்தைகள் ஆகியவை மீனவர்களின் அன்றாட வாழ்க்கைக்கு இன்றியமையாதவை. இத்தகைய பெரிய அரசு வளாகம் அமைக்கப்படுவதால் ஏற்படும் பாதுகாப்பு ஏற்பாடுகளும், கூடுதல் கட்டமைப்புகளும் மீனவர்களின் இந்தப் பாரம்பரிய நடவடிக்கைகளுக்குத் தடையாக அமையக்கூடும்.
**மீனவ மக்களின் மறுவாழ்வுக்காக ஒதுக்கப்பட்ட நிலம்**
1956–57ஆம் ஆண்டுகளில் சென்னை நகர மேம்பாட்டு அறக்கட்டளை (Madras City Improvement Trust) மேற்கொண்ட நடவடிக்கைகள் தொடர்பான வரலாற்று ஆவணங்களில், முல்லிக்குப்பம் மற்றும் அதை ஒட்டிய பகுதிகளில் வாழ்ந்த மீனவக் குடும்பங்களுக்கு மறுவாழ்வு அளிப்பதற்கான திட்டங்கள் இடம்பெற்றுள்ளன.
முல்லிக்குப்பத்தில் சுமார் 260 குடும்பங்கள் வசித்ததாக இந்த ஆவணங்கள் குறிப்பிடுகின்றன. அவர்களுக்கு வீடுகள், சாலைகள், கழிவுநீர் வடிகால், குடிநீர் மற்றும் அடிப்படை வசதிகள் ஏற்படுத்தித் தருவதற்கான திட்டங்களும் இதில் இடம்பெற்றுள்ளன.
1957 அக்டோபர் 10ஆம் தேதி வெளியிடப்பட்ட அரசாணை எண் 3313 உள்ளிட்ட ஆவணங்களும் இந்த மறுவாழ்வுத் திட்டத்துடன் தொடர்புடையவை.
மீனவ மக்களின் குடியிருப்பு மற்றும் மறுவாழ்வுக்காக அடையாளம் காணப்பட்ட நிலம், அவர்களது நீண்டகாலக் கோரிக்கைகளையும் உரிமைகளையும் நிறைவேற்றாமல் வேறு பயன்பாட்டிற்குத் திருப்பிவிடப்படக் கூடாது.
**கடற்கரையைப் பாதுகாப்போம்; CRZ விதிமுறைகளைப் பின்பற்றுவோம்**
பட்டினப்பாக்கம் சென்னையின் கடலோர ஒழுங்குமுறை மண்டலத்தின் (Coastal Regulation Zone - CRZ) கீழ் வரும் பகுதியாகும்.
2019ஆம் ஆண்டின் கடலோர ஒழுங்குமுறை மண்டல அறிவிக்கையின்படி, பாரம்பரிய மீனவக் கிராமங்கள், அவற்றின் பொதுவான பயன்பாட்டுக்கான இடங்கள், மீன்பிடிக் கட்டமைப்புகள் ஆகியவை கடலோர மண்டல மேலாண்மைத் திட்டத்தில் (Coastal Zone Management Plan - CZMP) அடையாளம் காணப்பட்டு வரைபடத்தில் பதிவு செய்யப்பட வேண்டும். இதன் இணைப்பு IV, கடலோர மீனவ மக்களுக்கான நீண்டகால வீட்டுவசதித் திட்டங்களையும் வலியுறுத்துகிறது.
முன்மொழியப்பட்டுள்ள கட்டுமானம், அந்த இடத்தின் கடலோர மண்டல வகைப்பாடு, சுற்றுச்சூழல் பாதிப்புகள் மற்றும் பொருந்தக்கூடிய CRZ விதிமுறைகளுக்கு இணங்குவது தொடர்பாகப் பல கேள்விகளை எழுப்புகிறது.
கடலரிப்பு, வெள்ளப்பெருக்கு, காலநிலை மாற்றத்தின் விளைவுகள் எனச் சென்னை கடற்கரை ஏற்கெனவே பல்வேறு சவால்களை எதிர்கொண்டு வருகிறது. அடையாறு ஆற்றின் வழியாக கடலை அடையும் மழை மற்றும் வெள்ளப்பெருக்குக்கான அடையாறு ஆற்றின் முகத்துவாரம் பட்டினம்பாக்கம் பகுதியில் அமைந்திருக்கிறது. இந்நிலையில், இத்தகைய கட்டுமானத் திட்டத்தை முன்னெடுப்பதற்கு முன்பாக, கடலோர மண்டல வரைபடங்கள், சுற்றுச்சூழல் ஆய்வுகள் மற்றும் உரிய அனுமதிகள் அனைத்தையும் அரசு பொதுவெளியில் வெளியிட வேண்டும்.
சீனிவாசபுரம் மீனவப் பஞ்சாயத்துச் சபை, முல்லிமாநகர் மற்றும் முல்லிக்குப்பம் ஆகியவற்றைப் பாரம்பரிய மீனவக் கிராமங்களாக அங்கீகரித்து, நகர நில அளவை எண்கள் 4592 மற்றும் 4593 ஆகிய நிலங்களை மீனவ மக்களுக்கான நீண்டகால வீட்டுவசதிப் பகுதியாகக் கடலோர மண்டல மேலாண்மைத் திட்டத்தில் சேர்க்க வேண்டும் என்று கோரியுள்ளது.
**சென்னையின் போக்குவரத்து நெரிசலையும் பாதுகாப்புப் பிரச்சினைகளையும் அதிகரிக்க வேண்டாம்**
சாந்தோம் நெடுஞ்சாலையில் பதினைந்துக்கும் மேற்பட்ட பள்ளிகள் இயங்கிக் கொண்டிருக்கும் நிலையில், குறுகலான சாலை என்பதால் பட்டினப்பாக்கம் – ஃபோர்ஷோர் எஸ்டேட் பகுதி ஏற்கெனவே போக்குவரத்து நெரிசலை எதிர்கொண்டு வருகிறது. இங்கு பெரிய தலைமைச் செயலகம் மற்றும் சட்டமன்ற வளாகம் அமைக்கப்பட்டால், அரசு அதிகாரிகள், ஊழியர்கள், பார்வையாளர்கள், அரசு வாகனங்கள் மற்றும் பாதுகாப்புப் பணியாளர்களின் நடமாட்டம் அதிகரிக்கும். இதனால் சுற்றியுள்ள சாலைகளிலும் குடியிருப்புப் பகுதிகளிலும் கூடுதல் நெருக்கடி ஏற்படும்.
**பொது நிலம் மக்களின் தேவைகளுக்குப் பயன்பட வேண்டும்**
மீனவ மக்களுக்கு அளிக்கப்பட்டுள்ள வரலாற்று ரீதியான வாக்குறுதிகளை அரசு நிறைவேற்ற வேண்டும். அவர்களது வீட்டுவசதி மற்றும் மறுவாழ்வுத் தேவைகளுக்கு முன்னுரிமை அளிக்க வேண்டும்.
புதிய தலைமைச் செயலகம் அமைப்பதற்காக கிண்டி ரேஸ் கோர்ஸ் மற்றும் நந்தனம் கோல்ஃப் மைதானம் உள்ளிட்ட அரசுக்குச் சொந்தமான மாற்று இடங்களை அரசு ஆய்வு செய்ய வேண்டும். மீனவ மக்களின் வாழ்வாதாரத்துடனும் மறுவாழ்வுத் தேவைகளுடனும் தொடர்புடைய நிலங்களை இதற்காகப் பயன்படுத்தக் கூடாது.
**எங்களது கோரிக்கைகள்**
தமிழ்நாடு அரசை நாங்கள் பின்வரும் கோரிக்கைகளை நிறைவேற்றுமாறு வலியுறுத்துகிறோம்:
1. பட்டினப்பாக்கத்தில் புதிய தலைமைச் செயலகம் மற்றும் சட்டமன்றக் கட்டடம் அமைக்கும் திட்டத்தைக் கைவிட்டு, அதற்கு வழங்கப்பட்டுள்ள கொள்கை அளவிலான ஒப்புதலைத் திரும்பப் பெற வேண்டும்.
2. இப்பகுதியைச் சேர்ந்த பத்து மீனவக் குடியிருப்புகளின் வீடுகள், பாரம்பரிய மீன்பிடி உரிமைகள் மற்றும் வாழ்வாதாரத்தைப் பாதுகாக்க வேண்டும்.
3. 2019ஆம் ஆண்டின் CRZ அறிவிக்கையின்படி, முல்லிமாநகர் மற்றும் முல்லிக்குப்பம் ஆகியவற்றைப் பாரம்பரியக் கடலோர மீனவக் கிராமங்களாக அங்கீகரித்து, அவற்றைக் கடலோர மண்டல மேலாண்மைத் திட்டத்தில் (CZMP) சேர்க்க வேண்டும்.
4. நகர நில அளவை எண்கள் 4592 மற்றும் 4593 ஆகிய நிலங்களை மீனவ மக்களுக்கான நீண்டகால வீட்டுவசதிப் பகுதியாக CZMP-இல் சேர்க்க வேண்டும்.
5. மீனவக் குடும்பங்களுக்கான நீண்டகால வீட்டுவசதி மற்றும் மறுவாழ்வுத் திட்டங்களை நிறைவேற்றி, முறையான வீடுகள், அடிப்படை வசதிகள் மற்றும் நிலப்பட்டாக்களை வழங்க வேண்டும்.
6. கடலோரச் சுற்றுச்சூழலைப் பாதுகாப்பதுடன், பொருந்தக்கூடிய அனைத்து CRZ விதிமுறைகளும் பின்பற்றப்படுவதை உறுதிசெய்ய வேண்டும். தொடர்புடைய கடலோர மண்டல வகைப்பாடுகள், சுற்றுச்சூழல் ஆய்வுகள், திட்ட ஆவணங்கள் மற்றும் சட்டப்பூர்வ அனுமதிகள் அனைத்தையும் பொதுவெளியில் வெளியிட வேண்டும்.
7. புதிய தலைமைச் செயலகம் அமைப்பதற்காக கிண்டி ரேஸ் கோர்ஸ் மற்றும் நந்தனம் கோல்ஃப் மைதானம் உள்ளிட்ட அரசுக்குச் சொந்தமான மாற்று இடங்களை ஆய்வு செய்ய வேண்டும்.
8. இந்த நிலங்களின் எதிர்காலப் பயன்பாடு குறித்து எந்த முடிவையும் எடுப்பதற்கு முன்பாக, மீனவ மக்களுடனும் அவர்களது பிரதிநிதி அமைப்புகளுடனும் கலந்தாலோசிக்க வேண்டும்.
அரசு தனது முந்தைய வாக்குறுதிகளையும் பொறுப்புகளையும் மதித்து நடக்க வேண்டும். மீனவ மக்களின் மறுவாழ்வு மற்றும் நலனுக்காக அடையாளம் காணப்பட்ட நிலங்களை, அவர்களது உரிமைகளையும் கோரிக்கைகளையும் நிறைவேற்றாமல் வேறு கட்டுமானத் திட்டத்திற்குப் பயன்படுத்தக் கூடாது.
**பட்டினப்பாக்கம் என்பது உயிரோட்டமுள்ள கடலோரக் குடியிருப்புப் பகுதி. கட்டுமானத்திற்காகக் காத்திருக்கும் காலி நிலம் அல்ல. மக்களையும் அவர்களது வாழ்வாதாரத்தையும் கடற்கரைக்கான உரிமையையும் பாதுகாப்போம்.**
