At the time of presenting this proposal to the Planning inspector at the enquiry the Government were offering £4 Billion in support for upstream nature-based solutions to stop downstream flooding. Representatives from Sheffield City Council were determined to put prophet before the health and wellbeing of residents of Owlthorpe.
