The Issue
This petition calls for a halt to development at 3990 Independence Blvd. due to concerns about environmental preservation, infrastructure that is not in place, and impacts on public safety. It also notes that:
Conservation Designation is the “Best and Highest use” for this parcel. The 60-acre parcel was originally intended by Flossie Bryan to become a park or community garden. Development of luxury apartments would contradict this original intent, nor is it the “best and highest” use as it will remove critical wildlife habitats, harm ecosystems and reduce one of last opportunities to create a natural space that would benefit an entire community. Economic value is not the only metric. This parcel should not be developed as a result of:
- Environmental Risks: The area is the headwaters of Barnard Creek, and development would degrade water quality with impacts reaching the Cape Fear River. Stormwater runoff is already a problem in this area, worsening flooding along Independence Blvd.
- Infrastructure Issues: Increased traffic will create delays and more accidents on Independence Blvd. and further strain evacuation routes, particularly near River Road. Infrastructure is not in place to handle high density development at this location.
- Negative Community Impact: The proposed development would destroy mature tree canopy, eliminate natural habitats, and undermine green space planning efforts in underserved neighborhoods in South Wilmington and the River District.
This petition urges rezoning 3990 Independence Blvd. as a conservation area, pausing development until proper infrastructure is established, and prioritizing the long-term environmental and community well-being.
