Nosey, aka Tiny, the elephant has suffered for over 30 years at the hands of circus owner (Tomi)  Hugo Liebel, of Davenport, Florida. The USDA has received numerous requests to stop the automatic renewal of  the license (58-C-0288) that Hugo Liebel holds on Nosey and to do a careful review of the requests and complaints pertaining to Nosey's continued abuse and incarceration.

For years, the USDA has chosen to ignore all the documented evidence of the abuse Nosey suffers regularly and, instead, grants license after license, year after year. It is the duty of the USDA to protect animals, and the Animal Welfare Act allows for that protection.  It is time for the USDA to enforce the Animal Welfare Act and review the many years of violations and citations against the Liebel Family Circus, aka Great American Family Circus, and not grant a license for 2018. It is time for Nosey to be confiscated and sent to true sanctuary in Tennessee, Georgia or California.
