The Nash Hernandez Building (NHB) in Chicano Park was designated as a space for local community use, Parks Department (PARD) offices in the 2014 Holly Shores/Edward Rendon, Sr. Master Vision Plan. The plan promised space for PARD offices, a large neighborhood meeting room with areas to celebrate Chicano history, art & culture.
Now a UT group, (plus private, non-profit & medical partners) wants to redevelop the building for a senior & child daycare center called the Inter-generational Resource & Activity Center (IRAC), using the $ 3.3 million of taxpayer funds promised for NHB rehabilitation. Sources say it will cost as much as $11 million and possibly much more.
Although it sounds like a regular park activity program it is very different: IRAC is a pilot program for adult and child day care and UT research. The program will serve 75 people but the group wants the city funds and free rent with an unspecified long-term lease of the Nash Hernandez Building and lot.
State law does not allow parks to be used as child or senior daycare centers so NHB will have to be un-dedicated from park status. IF WE DO NOT ACT NOW, the Nash Hernandez Building will no longer be legally part of Chicano park.
We the undersigned do NOT want the NHB at Chicano Park or any park buildings or land to be leased or given to private or non-profit entities for an inter-generational center, a senior or child daycare, for research or for any other purposes.
Instead, the NHB should rehabilitated by PARD for our community as promised in the Holly Shores/Edward Rendon, Sr. Parks Master Vision Plan of 2014.
