Kansas could save millions in highway and rail projects by adhering to NEPA Assignment!

All over the country, highway and passenger rail projects are slowed down by environmental review. The processes are important to protect the environment, but are done in the most inefficient way possible. Currently, underfunded federal agencies have to find the time to come to a state and personally survey the area. This leads to months or even years of wasted time simply waiting for someone to show up.

However, with 23 U.S.C. 327, for the FHWA NEPA Assignment Program, a state could take charge of the environmental review itself. Thus saving thousands of days in time as well as millions in dollars. Ohio did so and managed to save $22mil over four years. This is something that Kansas should get on immediately!
